Full Job Description Overview:
Coordinated Care Agency (CCA) , a dba of the Archdiocesan Housing Authority, offers comprehensive services, enhanced shelter, and housing for people experiencing deep poverty and homelessness. The purpose of our work is to ensure that people have access to the healthcare and supports that they need to thrive. The team works to promote social changes to dismantle systemic racism, injustices and inequities that contribute to housing instability. We approach our clients and colleagues through a trauma informed lens, based on the knowledge and understanding of how trauma affects people's lives. This position oversees the multiple short and long term housing programs for the Short-Term Housing Stabilization department. Some programs provide housing case management, move-in assistance, and various methods of ongoing housing support for families experiencing homelessness. These programs utilize a variety of funding including State and Federal Funding, and collaborates with multiple internal and external partners to provide high quality and equitable services to clients. This position would be responsible for the day to day employee, client, and fiscal health of these programs. This will involve ongoing supervision and training for staff, addressing client concerns, ensuring model fidelity, and invoicing program expenses. This position would directly supervise two Program Supervisors, and indirectly supervise between 6-10 additional Housing Case Managers. This position would be responsible for over $3 million dollars of contract funds with at least $1 million dollars subject to Federal Auditing as well as ensuring FCS revenue in excess of $100,000 annually. Responsibilities:
Leadership:
Provide leadership to the above programs and support the overall department culture. This position is a key contributor to the mission and vision for services in Short Term Housing Stabilization (STHS) Department. Provide direct supervision to Program Supervisors with particular emphasis on upholding Organizational and Department Values and supporting staff growth. Build and maintain inter-organizational relationships to enhance our partnerships and ensure solid processes and interactions. Develop processes and train staff in the contract documentation requirements and other program critical contract elements.
Program Operations:
Provide leadership in coordination with Database administration in uploading data to King County HMIS. Assist in the quality improvement process that includes: data quality, contract compliance, file reviews, HMIS management reports and other system management reports and make recommendations to improve service delivery to clients, provider community and funders. Collaborate with internal and external partners to provide high level services to clients. Ensure client records are kept in accordance with agency standards amongst their program as well as contract standards where applicable. Ensure that all agency required practices such as Credit Card Expenditure Forms, Timesheets, and HR needs are provided to in a complete and timely manner Pursue system minimum standards which include exiting at least 80% of households to stable housing.
Fiscal:
Review, approve client assistance expenditures of approximately $1 million annually. Support the compliance department with monthly financial reconciles Prepare and submit invoices to contract funders. Evaluate and adjust program expenditures to ensure appropriate contract spending.
General Responsibilities:
Observe/follow confidentiality guidelines and client privacy. Maintain accurate record of hours worked and submit timesheets on schedule. Attend agency trainings as required. Participate as team member in staff and supervisory meetings as required. Perform other job-related duties as assigned.
Job Conditions:
This position requires the employee to work in an environment where there may be exposure to illicit drug residues and fumes, bloodborne pathogens or other bio-hazardous materials in the course of doing business. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, pests, and odors. Other working conditions may include interruptions, working alone, evening or weekend work, responding to emergencies and working on-call. This position also requires the employee to work with clients who may have untreated or poorly treated substance use and mental health disorders. These clients may demonstrate challenging behaviors that require staff support for de-escalation or redirection.

Requires the ability to regularly push, pull, lift and/or carry supplies up to 20 pounds and occasionally up to 40 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Work takes place at the agency work location for the duration of the scheduled shift where long periods of sitting, working on a computer, walking to various work areas, going up and down stairs, and standing are required.
Mental Requirements:
The cognitive skills needed to complete tasks, including abilities such as learning, remembering, focusing, categorizing, and integrating information for decision making, problem-solving, and comprehending.
Qualifications:
Minimum Qualifications At least 4 years of experience in direct provision of social services, preferably with homeless households. Two year supervisory experience. Experience navigating databases and data entry including the ability to troubleshoot errors. A strong understanding of Trauma Informed Services and the circumstances surrounding homelessness. Experience with reconciling financial ledgers or grant funds Excellent written and oral communication. Commitment to working within the mission, goals and values of Catholic Community Services Preferred Qualifications Master's degree or higher in Social Work or a related field. Three years supervisory experience. Fluency in second language that is spoken by a substantial number of King County Households. Substitute Qualifications A Bachelor's degree in social services or a related field may in some cases substitute for some of the required work experience. Note to
