This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit. Position Summary The Background Check Analyst performs professional analysis of the Child Care Background Check requirements to ensure compliance with statutory and administrative code requirements for child care programs regulated by the Division of Early Care and Education. This position reviews and analyzes all data obtained and entered into the system to ensure compliance with 45 CFR § 98.43; Wis. Stat. § 48.686; and other relevant administrative codes. This position receives, interprets and analyzes information obtained from multiple data sources including the Department of Justice (DOJ), Sex Offender Registry (SOR), Wisconsin Circuit Court Access (CCAP), eWISACWIS, IBIS, abuse and neglect registries, National Crime Information Center, Federal Bureau of Investigation and other databases as required by the federal Child Care Development Block Grant (CCDBG). This position adheres to statewide policies and provides input to BECR procedures as they apply to background requirements. This position conducts a Fit and Qualified review which reviews applicants for history of substance abuse, civil or criminal conviction or offenses, unsound judgement, or any other action which demonstrates an inability to manage financial resources or the activities of a child care center for regional licensing teams. This position determines background check eligibility, writes decision letters, and defends decisions upon appeal. Salary Information The classification title for this position is Licensing/Certification Specialist. The starting salary is between $29.00 and $32.46 per hour ($60,320 and $67,516 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 12-63. A one-year probationary period may be required. Job Details Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time. Qualifications Minimally qualified applicants will have: Experience interpreting/applying state statutes, administrative rules, or policy requirements.
Experience using computer databases and software applications to enter and monitor data, track deadlines and draft correspondence (e.g., Microsoft Office Suite, HealthSpace, CRM, etc.).
Experience providing customer service, technical assistance, and/or providing training to internal and/or external stakeholders Well-qualified applicants will have: Experience conducting background checks and reviewing relevant information (criminal history reports, court records, registry checks, etc.) for applying applicable laws, policies, and eligibility standards.
Experience interpreting and applying Wisconsin and federal background check requirements related to child care.
Experience using case management techniques (tracking documents, managing competing timelines and priorities)
Experience using Criminal Justice Information Services (CJIS) and/or Non-Criminal Justice Information Services (N-CJIS) databases and systems such as WORCS, eWiSACWIS, ARMS, Clear.
Experience using internal DCF systems such as WISSCRS, Webi, and CSAW.
