Compliance/Internal Control Specialist Reports To:
Asset Manager Department:
Finance
POSITION OVERVIEW
The Compliance/Internal Control Specialist performs highly responsible work of a varied and complex nature requiring independent judgment and initiative. Under the direction of the Asset Manager, this role manages administrative functions to assist with compliance, internal controls, and record-keeping activities. The Specialist ensures that all properties and departments remain in compliance with corporate, local, state, and federal regulatory guidelines to protect the Authority's interests.
DUTIES & RESPONSIBILITIES
Compliance Auditing:
Conducts required compliance reviews for Low-Income Housing Tax Credit (LIHTC) properties and performs random audits of resident files for Public Housing, HUD Multi-Family, RAD, and Authority-owned properties.
Asset Management Support:
Provides Asset Management duties for the Authority's Mixed-Finance properties in accordance with established Property Management Agreements.
Internal Controls:
Conducts various internal control audits in areas including, but not limited to, procurement and contract terms compliance.
Data Integrity & Reporting:
Submits 50058 forms to PIC via REAC systems; monitors PIC data integrity compared to internal systems and verifies timely reporting for the Department of Community Affairs and other agencies.
Certification Management:
Assists property managers with household certification requirements and investigates initial move-in qualifications; reviews income documentation for HUD and LIHTC properties using the EIV System database.
Staff Training & Guidance:
Provides training to staff on regulations and identifies areas needing corrective action plans; documents patterns of errors to determine where additional site staff training is required.
Field Support:
Travels to various properties within an assigned geographical area to assist staff with training and program certification management.
Administrative Coordination:
Composes reports and correspondence, manages workflow independently, and performs other duties as assigned to equalize peak work periods.
Education & Experience Requirements Education:
Graduation from an accredited two-year college.
Experience:
Four years of experience in administrative support and/or management; or any equivalent combination of education, training, and experience related to the property management of a Public Housing Authority (PHA).
Technical Knowledge:
Comprehensive knowledge of PHA operations, LIHTC requirements, and HUD policies/regulations; proficiency in business English, mathematical skills, and modern office software including Microsoft Word and Excel.
Communication Skills:
Ability to present ideas clearly and concisely, both orally and in writing, and the ability to maintain effective working relationships with residents, officials, and the general public.
PHYSICAL & SPECIAL REQUIREMENTS
Physical Demands:
Must be physically able to operate a variety of office machines; must be able to move or carry objects and materials (such as files and reports) weighing up to 25 pounds.
Travel:
Must be available to travel to various properties, including the possibility of overnight stays.
Licensure:
Possession of a valid driver's license.
Bonding:
Ability to be covered under the Authority's fidelity bond.
COMPENSATION & BENEFITS
Compensation:
Final pay is determined based on the candidate's qualifications, experience, and internal equity. The Housing Authority of Columbus, Georgia (HACG) offers a comprehensive benefits package designed to support the financial, physical, and mental well-being of our team.
Retirement & Financial Security Employer Contribution:
HACG may match up to 15% of base pay to a 457(b) Deferred Compensation Plan following six months of full-time employment.
Disability Coverage:
Long-term disability insurance is provided at no cost to the employee.
Health & Wellness Medical Insurance:
HACG covers 75% of medical premiums, with no deductibles or co-pays if using in-network providers.
Dental & Vision:
HACG covers up to 75% of dental premiums.
Mental Health:
Employees receive 12 visits per year through our Employee Assistance Program (EAP).
Fitness:
HACG will subsidize 50% of monthly membership dues for approved health club facilities. Paid Time Off (PTO)
Vacation Leave:
Accrual begins upon hire; tenure-based accruals scale up to 25 days per year.
Sick Leave:
Employees accrue 13 days of sick leave per year, usable after 90 days of service.
Holidays & Personal Time:
Includes 9.5 paid holidays, one floating personal day, and an additional 20 hours of personal time granted every calendar yea Monday - Friday, 8:00 a.m. - 5:00 p.m.
