The Conservation District is accepting applications for a full-time Conservation District Manager. Qualified Candidates for this position will have a Bachelor's degree in natural resources, environmental science, engineering, business management, or field of study closely applicable to the position. Minimum of 5yrs experience in Conservation or resource management along with leadership or supervisory experience managing staff. Proficiency in conservation program development, project management, administration, communications, and financial management. Working knowledge of environmental sciences and engineering practices. Along with demonstrated experience in budgeting, accounting, grant writing, and financial management. A valid driver's license, satisfactory pre-employment drug screen, background check and completion of the computer skills testing also required.
Salary:
$51,532.00 (Grade O).
Summary:
The Clinton County Conservation District (CCCD) is dedicated to conserving, promoting, and enhancing natural resources. It operates within a national regulatory framework and encompasses a diverse program portfolio. These programs include providing technical support to rural agriculture, enhancing watershed stewardship and wetlands, and enforcing regulatory measures such as PA Chapter 91, 102, 105, and Act 38 Acts to safeguard soil and water quality. As the primary administrator, the District Manager oversees all day-to-day activities of CCCD programs, including public relations and communications. They serve as a liaison between the County Commissioners, District Board, cooperating agencies, landowners, municipal officials, legislators, and the public. Additionally, the District Manager holds ex-officio membership on all District standing committees.
Major Duties:
  • Leads strategic planning and oversees development and execution of CCCD's multi-year project initiatives, ensuring alignment with state delegation agreements and conservation goals.
  • Supervises the District's staff, carrying out responsibilities in accordance with County personnel policies and applicable regulations.
  • Works in close partnership with the Field Project Administrator to ensure that fieldwork aligns with CCCD objectives and that project implementation, site inspections, and regulatory programs are coordinated and well-supported.
  • Serves as the internal point of contact for staff needs, and facilitates regular meetings, goal setting, and operational planning to enhance team effectiveness.
  • Maintains a leadership role in the development and integration of broad project scopes, including grant-funded initiatives, multi-agency collaborations, and community outreach campaigns.
  • Fosters a mission-driven, innovative, and collaborative culture through clear communication, decision-making, and performance accountability.
  • Develops and recommends policies and actions to the Conservation District Board of Directors.
  • Prepares and presents program updates at monthly Board meetings; supports subcommittee coordination and encourages Board participation in trainings and statewide programs.
  • Represents the Conservation District in County Commissioners' meetings and regional partnerships; advocates for environmental priorities and secures interagency cooperation.
