Associate Legal Counsel
  • Hunter College
GENERAL DUTIES
Provides professional in-house legal advice, representation, and performs legal duties at a CUNY college. Provides legal counsel to senior campus administrators. Provides guidance on the implementation of and compliance with CUNY Board of Trustees Bylaws, CUNY and college policies, college governance plans, laws, regulations and other procedures and rules effecting the college. Prepares legal documents and contracts. Works with CUNY's Office of General Counsel in managing and supporting litigation and administrative cases involving students, faculty and staff. May serve as college Ethics Officer and/or Records Access Officer. Reviews and maintains up-to-date knowledge of State and Federal laws and maintains college/unit policies and procedures so that they are current and consistent with those laws. Performs related duties as assigned.

Hunter College invites applications for the position of Associate Legal Counsel. Hunter College, a flagship campus of the City University of New York (CUNY), is a vibrant institution with a diverse and accomplished student body and eminent faculty. With more than 23,000 students, it is CUNY?s most populous senior college campus with a strong commitment to educating those whose access to higher education has historically been limited. Working as an attorney in higher education allows the Associate Counsel to get a wide range of experience and practice in a variety of topics. The Associate Legal Counsel reports to the General Counsel and works along other attorneys in a fast paced and collaborative Office of Legal Affairs. This position provides legal advice to the College which includes the Hunter College Campus Schools (a K-12 setting) on many issues including employment and labor law, contracts, non-profit law, governance, ethics, civil rights and immigration law. This generalist attorney position provides legal support to Vice Presidents, Deans, Chairs, faculty, and administrators. In addition to the CUNY Title Overview, the responsibilities include but are not limited to: Collaborate with attorneys in CUNY?s Office of the General Counsel and Office of Labor Relations in connection with litigation, investigations, reviews, complaints, union grievances and arbitrations, including matters relating to Article 78 of the New York Civil Practice Law and Rules, Public Employment Relations Board, NYC Commission on Human Rights, NYS Division of Human Rights, and federal and state laws. Act as Labor Designee for Hunter College for union grievances, which includes conducting hearings and drafting decisions. Review, draft and provide legal analysis on contracts, agreements, and memoranda, including adherence to state procurement laws. Work with Institutional Advancement to draft gift agreements and resolutions for the CUNY Board of Trustees. Understand finance protocols, foundations, associations, auxiliaries, municipalities, scholarships, fellowships and gifts; Understand and provide guidance on school?s governance and University policies;
  • Provide advice with respect to compliance with federal, New York State and New York City legal requirements, CUNY policies and procedures, and contractual obligations.
Provide guidance on student affairs matters (e.g. residency, immigration, religious and medical accommodation and disciplinary matters); Review and respond to Freedom of Information Law (FOIL) requests, subpoenas, and other requests for college, employee and student records. Assist with ethics trainings and provide advice to faculty and staff in accordance with state requirements. Assist with preparation and facilitation of trainings including but not limited to best practices, legal compliance and ethics. Provide guidance to department chairs, non-academic staff, and senior staff, including the President. Prepare reports, data analysis and reviews of procedures. Attend governance, Senate and other official cohort meetings as assigned. Advise on Public Safety, Clery Act, violations of Henderson Laws, legal violations, and collegiate athletic issues; Prepare, maintain and review visa sponsorship materials for faculty in collaboration with external counsel. Prepare presentations on immigration issues and procedural protocols as requested. Work with the NYS Office of the Attorney General and NYC Law Department on litigation matters. Assistance is provided on document productions, deposition preparation, motion practice and court appearances.
MINIMUM QUALIFICATIONS
Bachelor?s degree and eight years? related experience required. J.D. and five years' related experience required. Membership in New York State Bar required.

Preferred Qualifications Experience in the CUNY system or higher education Worked in New York City and/or New York State for at least 3 years Experience with labor and employment relations law Experience with contracts Working knowledge of immigration law Strong writing skills Ability to meet deadlines Exceptional analytical and communication skills and judgment Works well as part of a team Able to work effectively and independently on multiple tasks Working knowledge of New York State, New York City and Federal laws impacting higher education.
COMPENSATION
Salary commensurate with education and experience. Range is $141,643
  • 155,388.
