7/29/2026 5:00 PM Pacific The Position The East Bay Regional Park District is currently recruiting for a Roads and Trails Supervisor located at the Park District's Pacheco Corp Yard in Martinez, CA. This position oversees the Roads and Trails crew and is responsible for planning, coordinating, and supervising the construction, maintenance, and repair of park roads, trails, drainage systems, and related infrastructure. The Roads and Trails Supervisor assists with the development and administration of the department's budget, work schedules, maintenance programs, contracts, staff training, and safety initiatives while providing leadership and support to staff. The position also designs erosion control measures, drainage structures, culvert installations, and accessible trail improvements; coordinates with park staff and contractors; prepares cost estimates, reports, and recommendations; and ensures projects are completed safely, efficiently, and in accordance with District standards. The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.
IDEAL CANDIDATE
  • Strong working knowledge of road and trail design, drainage systems, erosion control, culvert installation, and heavy equipment operations.
  • Proven experience leading and developing field crews in road, trail, and infrastructure construction and maintenance.
  • Skilled in planning, organizing, and prioritizing multiple projects while managing budgets, schedules, contracts, and resources effectively.
  • Excellent communicator who builds collaborative relationships with stakeholders and provides clear direction in the field.
  • A problem-solver with sound judgment, capable of making effective decisions in changing field conditions while maintaining high-quality standards.

Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
      • Supervises Roads and Trails crew, which include journey-level equipment operators.
      • Coordinates the work of other park crews, and the work of outside contractors.
      • Develops and administers budgets, work schedules, maintenance schedules, contracts, staff training programs, safety meetings performance evaluations;
      • Provides leadership, motivation, support and encouragement to staff;
      • Coordinates personnel, performs research, prepares cost estimates and analysis, purchases and/or recommends purchase of materials, tools and equipment for a wide variety of projects.
      • Designs erosion control plans, drain structures, culvert installations, accessible ramps and barrier-free trails.
      • Maintains records and writes reports and other correspondence as required.
      • Consults with park supervisors and other staff and generally provides expertise and recommendations for maintenance or repair strategies.
      • Performs related duties as assigned.
      Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
      Education:
      Equivalent to the completion of twelfth grade,
      ANDExperience:
      Five years of appropriate experience in light and heavy construction, preferably in field and trail construction and grading, including at least two years of supervisory experience in this field.
      License or Certificate:
      Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.
      KNOWLEDGE, SKILLS AND ABILITIES
      The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
      Knowledge of:
      • The paving, grading, heavy, and light construction industry including heavy equipment operation, road design and construction grading, erosion control and the appropriate codes, regulations and permits;
      • Materials used in the industry;
      • Basic soil types and vegetation and an understanding of the impact of heavy equipment operations on this environment;
      • Principles and practices of effective supervision;
      • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
      Ability to:
      • Organize work, order material, adhere to budget and direct the efforts of employees and crews of employees toward the efficient and successful construction and maintenance of roads, trails, etc.;
      • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications;
      • Communicate clearly and concisely, both orally and in writing;
      • Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers and park users.
      CONDITIONS OF EMPLOYMENT
      • All East Bay Park Regional District employees are required to be fully vaccinated against

      • Must be able to pass a Level 1 background check which includes: employment history verification, employee reference check, education or certificate verification, Department of Justice fingerprinting, and criminal history review.
      • Possession of a valid Class C California Driver's License is a condition of initial and continued employment.
      • Depending on work location and assignment, ability to use a respirator in the performance of work in accordance with
      CAL OSHA
      respirator regulations, Title 8, 5144 (c) (g) (l) (A) (l.), incumbents shall not wear facial hair (e.g. beards or long sideburns, etc.) that impede the effectiveness of the respirator;
      • Must wear a Park District uniform.
      UNION AFFILIATION
      AFSCME:
      East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
      Internal Promotions:
      Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase. Application materials for this position consist of two (2) required parts:
