The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include care of the Governor's Mansion, operating the Bullock Texas State History Museum, Texas State Cemetery, Capitol Mall and three Capitol Complex legislative office buildings. We are hiring an experienced Grounds Manager to help oversee the properties and maintenance of the State Capitol and Capitol Complex Buildings. If you're a skilled in groundskeeping with strong leadership, supervisory, communication, and problem-solving abilities, and youre ready to make a difference, we want to hear from you!Position Summary:
This position reports directly to the Housekeeping and Grounds Manager and Assistant Manager with additional oversight from the Director of Facilities and will oversee the grounds operations for the Texas State Capitol, Capitol Mall, Governor's Mansion, Bob Bullock History Museum, the Visitors Parking Garage and three Capitol Complex legislative office buildings. Performs routine managerial work overseeing grounds activities, maintenance and staff. Major duties include; contract management, equipment maintenance and work productivity. Works closely with Agency management and the Governor's Mansion staff and occupants. Takes overall day to day responsibility of ALL landscape related duties including identifying safety issues and performing training. Oversees fountain maintenance, lawn, flower and shrub care, tree care and the overall health and safety of the grounds and hardscapes. Performs all duties as assigned working within deadlines and deliverable outcomes. Ensures that all assigned areas are clean, well maintained, work place safety standards are enforced, and performs all other related duties in a timely manner. Must also be able to work as part of a results-driven interdisciplinary team. Must be able to work under high expectation standards, set priorities, be flexible and model customer focus. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Displays excellent verbal and written communications skills and maintains a professional and respectful approach when interacting with employees, visitors, and the public.. • Work hours are based on the agencys 365-day-per-year schedule and includes weekends, evenings, evenings, and holidays, including on short notice.Essential Job Duties:
For purposes of this agency's job descriptions, "essential job duties" are defined as assigned tasks that are critical or fundamental to the position and not marginal. Daily oversees and assigns work to grounds staff, reviews work assigned and performed. Oversees and schedules preventative maintenance programs and work orders including, but not limited to; vehicles, equipment, sprinklers, drains, tree trimming, fertilization, mowing, edging, and blowing hardscapes. Prepares estimates on multiple properties, of work hours, materials and resources required for projects, such as the preparation of plants and planting, sod, sprinkler installation and repair, and tree trimming Uses the Facility work order system (NetFacilities) to maintain records of repair and prepare reports. Prepares reports and records of repairs in a timely manner. Provides ongoing supervision. Schedules and inspects completed work including equipment and grounds. Provides ongoing information to staff regarding jobs, workload, job priorities, and inspection findings. Coordinates work assignments with other departments to ensure efficient and effective use of all resources. Coordinates work of outside contractors related to grounds. Meets weekly with contractors, performs quality assurance inspections, and issues written reports on finding to management and the contractors to insure problems are communicated promptly and rectified. Approves and initiates requisitions for materials and supplies. Follows all state purchasing guidelines. Prepares instruction for machinery operators. Helps develop safety program for all grounds employees and does regular in-services on safety issues. Ensures all staff work safely and use safety equipment during performance of work. Performs inspections of equipment, operating machinery, systems regularly and identifies mechanical problems and determines how to fix them. Performs other duties as assigned.Knowledge, Skills, and Abilities:
Ability to operate and maintain motorized vehicles and equipment, including golf carts, agency trucks and tree trimming equipment to ensure equipment is working properly. Ability to bend, kneel, crawl, reach, grasp, climb, lift and safely move up to 50 pounds. Understands and follows oral and written instructions in English. Ability to demonstrate sound judgment and effective interpersonal skills in communicating with internal an and external customers, including building occupants, other agency staff and visitors. Skill and ability to work efficiently to complete projects and daily tasks; and skill to supervisor the work of others. Willingness to attend educational workshops as required by management. Ability to assist other departments as needed. Demonstrates sustained knowledge of the agency's mission, programs, exhibits and customers. Demonstrates knowledge and continuing compliance with all applicable safety rules, regulations, and standards. Ability and skill to use a personal computer and agency software. Ability to perform all duties as assigned in a manner that promotes public confidence in the SPB and its employees. Ability to demonstrate effective interpersonal, verbal and written presentation skills in communicating with others. Ability to remain abreast and complies with all applicable safety rules, regulations, standards and emergency procedures including applicable OSHA, Agency, local, state, and federal security and safety rules, regulations, and established industry safety and security techniques and standards. Ability to continuously assesses safety conditions to ensure individual and workplace safety and safety of visitors and staff. Ability to promote visitor safety and building security. Assists with building evacuation if necessary. Adhere to all agency policies and procedures. Regular attendance is an essential job duty for all SPB positions. Must be available to work after regular business hours, including weekends and evenings, especially during legislative sessions.Required Education and Experience:
Four (4) years experience in grounds, landscaping, or construction; including working as a supervisor. Experience and work history must show the following: operation of motorized equipment such as push and riding mowers, string trimmers, edgers, hedge shears, loppers, sprinklers, hammers, wrenches, spades, rakes, saws, pressure washer and similar tools. Must be able to regularly exert physical force necessary to perform manual labor. Requires ability to work in extreme weather conditions and/or inclement weather. Must be able to follow instructions and routines, as well as demonstrate a reasonable level of initiative when working independently. A valid driver's license, has an acceptable driving record, and be capable of safely operating agency vehicles. Requires ability to communicate with co-workers and the public. This position is not sedentary and requires visual acuity, mental focus and includes regular extensive walking throughout the Capitol Complex.To Apply:
