GENERAL DESCRIPTION
This leadership role is responsible for the daily safety, security, and efficiency of the airfield environment. The primary focus is ensuring strict compliance with FAA Part 139 standards and state and local regulations. This position will serve as a key member of the airport management team, directly supervising all Airfield Operations Specialists and coordinating closely with the Airport Manager to maintain a world-class aviation facility.
JOB COMPLEXITY
Ability to analyze, plan, and complete tasks on a timely basis. Ability to gather and process data accurately, including general calculations. Ability to reach sound conclusions and formulate recommendations. Ability to articulate and clearly communicate in person, in writing, and through electronic means. Ability to manage staff and provide structure and oversight to maintain compliance. Ability to make rapid, sound decisions during airfield emergencies or technical failures. Ability to work outdoors in various weather conditions and respond to after-hours calls as needed.
JOB DUTIES
Supervise Operations Specialists to include: hiring; planning work flow; training management; ensuring personnel compliance; evaluating performance; and implementing workplace policies. Identification of maintenance needs for airfield facilities and equipment. Responsible for planning, coordinating, and oversight of execution of maintenance by airfield personnel, county maintenance staff and contractors. Serve as liaison, manage compliance, and file all necessary reports with the Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Michigan Department of Transportation (MDOT) and all other applicable state and federal agencies. Develop, manage, and implement, in conjunction with the Airport Manager, Airport's long-range Capital Improvement Plan, Airport Layout Plan, Emergency Response, and Master Plan. This will include collaborating with consultants, engineers, Board of Commissioners, Airport Advisory Board and government agencies. Identify and communicate needs of airport supplies, equipment, and services under Delta County Board of Commissioners approved procurement and purchasing policies. Maintain compliance with all applicable commercial service airport security and environmental standards. This will include compliance under the Transportation Security Administration, FAR Part 139 for Commercial Services Airports, Wildlife Hazard Management Program, and Integrated Contingency Plan. Serve as primary lead for FAA Part 139 compliance. This includes maintaining the Airport Certification Manual (ACM), conducting daily safety inspections and maintaining the Wildlife Hazard Management Plan. Serves as primary Emergency Coordinator for Airfield Operations. Responsible for emergency plan and updates. Directly oversee, schedule, and train all Airfield Operations Specialists personnel. Also, responsible for performance evaluations and ensuring staff are current on all safety protocols. Act as primary coordinator during emergency situations, including aircraft incidents, inclement weather operations, and airfield security breaches. Issue and monitor Notices to Air Men (NOTAMs) to ensure pilots and stakeholders are informed of airfield conditions. Monitor airfield construction activities to ensure safety and minimal disruption to flight operations. Responsible for reading of hanger utility meters and fuel inventory and compliance checks. Serves as the Michigan Licensed Assistant Airport Manager pursuant to Michigan Administrative Code (MAC
R. 259.311
) and carries legal responsibility for the Airport Operating Certificate and Essential Air Service in the absence of the Airport Manager. Other related duties as assigned, by the Airport Manager and/or County Administrator.
