The Eugene Water and Electric Board is looking for two safety-focused electric Line Supervisors who will lead the Line Department at EWEB in emergency response, customer projects, compliance corrections, and system reliability programs. Day to day duties for the Line Supervisors will be split between internal and external functions to balance span of control and provide redundancy, but collaboration and cross-training will be critical to ensure reliability for the community in times of large-scale storm response. The Line Department performs all transmission, distribution and service level line functions in the utility associated from 115kV down to 120V. EWEB owns and operates around 1,000 miles of 12.47kV distribution line and 150 miles of transmission line up to 115kV. This team includes upwards of 40 professionals performing planned reliability project construction, service work, inspection and emergency response. The team is organized into crews supporting EWEB's customer connection workflow, PUC maintenance and the Eugene downtown network. This team works in close coordination with several departments including Distribution Engineering, Utility Support and Dispatch to ensure work is planned and executed safely and efficiently. The Line Supervisors will be advocates, liaisons and active leaders for EWEB initiatives to modernize and rebuild the electric system and ensure the utility's needs are met. EWEB is embarking on a multi-year effort to transform workflows to a mobile platform and strong leadership involvement will be crucial to success to ensure field considerations are accounted for and teams are supported through the change. Additionally, this team is relied upon to execute an aggressive capital plan to rebuild the community's power infrastructure and ensure it meets the needs of the growing demand for generations to come.
KEY RESPONSIBILITIES
Organize, prioritize, coordinate, and supervise the activities of line crews, troubleshooters, inspector, service crew and construction crew. Oversee operational activities and programs for maintenance, construction and emergent response including after-hours response protocols, work practices and operational trends. Coordinate management of construction and maintenance activities related to overhead, underground, transmission, distribution, fiber optic, network and right-of-way facilities. Coordinates inspection and maintenance activities, facilitating on site activities with contracted PUC inspector and oversees PUC emergent and design construction. Develop resourcing plans to execute work from internal and external stakeholders. Oversee downtown network testing and inspection, new connection and training programs specific to work. Oversee Line Tech safety and professional development training program including apprenticeship progression and performance management through position onBOLI JATC.
Provide emergency response after hours for field support on a regular basis. Serve as Operations Chief for large scale ICS Emergency events and directs process development and readiness for utility preparation.Location:

The wage scale for the Line Supervisor is $140,482.56 to $187,310.09 annually. The starting pay offered will be established based on multiple factors, including the successful candidate's job-related knowledge, skills, education, and relevant experience, as well as internal equity. Consistent with EWEB's compensation philosophy, it is not customary to place individuals at the high end of the salary range at the time of hire. Compensation decisions are made holistically to support fair, consistent, and equitable pay practices, taking into account the specific circumstances of each position and candidate. Eight years' experience in construction and maintenance of utility systems, including at least two years of supervisory experience. Supervisory experience must include selecting, evaluating, motivating, coaching and disciplining employees; planning, organizing, and delegating work; and ensuring work is performed within resource constraints. Crew Lead experience will be considered.Education:
Associate's degree from an accredited college or university in work in electrical theory, engineering, construction technology, management, or related field OR completion of a utility apprenticeship program.Recommended experience and training:
Direct experience managing large scale storm events using ICS. Completion of an apprentice in the line trade preferred, however demonstration of line work understanding with a comparable utility class apprentice or training program will be considered. Demonstrated leadership training and participation in peer utility groups. Experience managing union personnel and/or union contract administration.Post-offer background check required:
