Job Description

Constructs, maintains and repairs water and sewer systems.
  • Trains department personnel.
  • Installs, maintains and repairs water taps, water lines, sewer lines, manholes and fire hydrants for new construction.
  • Locates water and sewer lines for preparing work sites and for outside servicers and contractors to protect county system lines from damage.
  • Performs repairs of water leaks, sewers, stoppages, flush lines, valves, manhole rings and covers.
  • Operates Heavy Equipment, Bulldozers, Front End Loaders and Excavator/Backhoes.
  • Utilizes hand-held manual, air, and gas-powered tools and equipment, (i.e., pipe wrenches, pipe cutters, saws, cement mixers, air compressors, pipe threaders, tapping machines).
  • Ensures vehicles and equipment are properly operated and maintained.
  • Participates in restoring work sites to serviceable condition (i.e., repairing asphalt and concrete, filling holes).
  • Reads and interprets water and sewer maps, blueprints, construction plans and as-built drawings.
  • Performs other duties as assigned.
Education, Training and Experience:
High school diploma or GED supplemented by a minimum of five (5) years' experience in installation and maintenance of water and/or sewer systems, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Certifications and/or
Licenses:
Construction positions require a valid, Class "A" CDL; maintenance positions require a valid Class "B" CDL with Tanker Endorsement. Requires Class "A" Wastewater Collection Certification and a Level 2 Distribution System Operator License. A Level 1 Distribution System Operator License is preferred. Must be able to obtain and maintain a Defense Biometrics Identification System (DBIDS) badge.
Physical Requirements:
Must be able to operate trucks and various hand held manual and gas-powered tools and equipment. Must be able to exert 50 to one 100 of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push and pull or otherwise move objects. Requires the ability to stand and walk for prolonged periods of time. Tasks include considerable bending, stooping, climbing, etc., and working in confined spaces. Physical demands are in excess of sedentary work.
Language Ability:
Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals (i.e., maps, sketches, blueprints, diagrams). Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.
Intelligence:
Requires the ability to apply principles of common sense understanding to carry out detailed written or oral instructions; to deal with problems involving concrete variables in or from standardized situations; to perform manual labor and machine operations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation.
Numerical Aptitude:
Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion.
Interpersonal Temperament:
Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
