Description The Class 3 Part-Time Public Works Laborer performs a variety of general labor, maintenance, repair, and custodial duties associated with City streets, rights-of-way, parks, grounds, vehicles, equipment, buildings, and other municipal facilities. The employee assists with the daily operations of the Public Works Department and may be assigned to a variety of work activities based upon departmental needs, weather conditions, seasonal requirements, and operational priorities, including on-call and emergency response functions. This is a safety-sensitive position requiring the employee to perform physical labor and operate tools, equipment, and vehicles in accordance with applicable laws, regulations, City policies, and established safety procedures. The position requires flexibility in assigned duties, work locations, skills, schedules, and operational priorities. The employee is appointed in accordance with City procedures and reports to the Public Works Assistant Supervisor or other designated supervisor. The requirements stated in this description are representative of the knowledge, skills, abilities, experience, and qualifications necessary to perform the position. An individual must be able to perform the essential functions of the position, with or without reasonable accommodation, where required by applicable law. Essential Duties and Responsibilities

  • Performs general maintenance and labor duties throughout the City's streets, parks, public grounds, facilities, and other municipal properties.
  • Performs mowing and lawn care, including operation of lawn tractors and other applicable equipment.
  • Performs trimming, weed-whacking, weed removal, brush removal, landscaping, and general grounds maintenance.
  • Performs garbage and refuse collection and assists with the collection and disposal of leaves, brush, Christmas trees, and other municipal materials.
  • Performs street sweeping, litter collection, cleaning, and general maintenance of public rights-of-way.
  • Assists with street maintenance, including pothole patching, crack sealing, full-depth patching, and other roadway maintenance activities.
  • Performs snow removal, snow and ice control, salting, sanding, and de-icing operations.
  • Assists with traffic control and work-zone safety activities in accordance with established procedures.
  • Paints, cleans, washes, and performs general maintenance of City vehicles, equipment, buildings, structures, and facilities.
  • Assists with the maintenance and care of City parks, playgrounds, trees, lawns, landscaped areas, and other public grounds.
  • Assists with general repairs and maintenance of departmental vehicles, equipment, tools, and facilities.
  • Maintains work areas in a clean, orderly, and safe condition.
  • Maintains courteous, professional, and effective working relationships with coworkers, residents, public officials, contractors, and members of the public.
  • Performs other related duties as assigned by the appropriate supervisor Vehicles, Equipment, and Tools
  • Safely, lawfully, and competently operates all Department vehicles, machinery, equipment, and tools for which the employee is trained and authorized.
  • Operates weed whackers and string trimmers, lawn tractors and mowing equipment, backpack blowers, leaf collection equipment, chippers, pressure washers, shovels, brooms, rakes, power tools, City pickup trucks, T-Tag dump trucks, and other Department equipment as assigned.
  • Performs snowplowing, de-icing, and snow-removal operations when trained and authorized.
  • Performs routine inspection, maintenance, cleaning, lubrication, fueling, and other authorized servicing of equipment.
  • Assists in maintaining vehicles, equipment, tools, and apparatus in safe, serviceable, and proper working condition and promptly reports deficiencies requiring repair or further attention. Safety and Regulatory Responsibilities
  • Follows all applicable federal, state, and local laws, regulations, safety requirements, City policies, Department procedures, and manufacturer instructions applicable to assigned work.
  • Uses required personal protective equipment (PPE), including hard hats, safety vests, and other protective equipment provided or required by the City.
  • Identifies and reports unsafe, insecure, defective, or hazardous conditions and takes appropriate action within the scope of assigned authority.
  • Participates in required safety training and maintains required certifications or qualifications.
  • Successfully completes any pre-employment drug and alcohol testing required by the City and participates in random or other testing when required by applicable City policy, law, or other applicable requirements.
  • Successfully completes any required pre-employment background check or other employment screening authorized by the City. Minimum Qualifications
  • A high school diploma or equivalent is not required; however, obtaining a high school diploma or equivalent is encouraged.
  • Related municipal, maintenance, construction, landscaping, or public works experience is desirable but not required. Required Knowledge, Skills, and Abilities
  • Ability to function safely and efficiently as a team member.
  • Ability to read, write, and comprehend English sufficiently to perform the essential functions of the position, one of which is effectively communicating with the public.
  • Ability and willingness to obtain and maintain a valid Pennsylvania driver's license, if not already qualified, within ninety (90) days of employment, subject to applicable requirements.
  • Ability to safely operate lawn tractors, pickup trucks, T-Tag dump trucks, hand tools, power tools, and other basic equipment and vehicles used by the Public Works Department within ninety (90) days of employment, as applicable to assigned duties.
  • Ability to accurately use a measuring tape and perform basic measurements.
  • Ability to use small tools, including power tools.
  • Ability and willingness to maintain current knowledge of applicable technology through employer-provided training, formal classes, or other authorized instruction.
  • Ability to follow oral and written instructions and established safety procedures.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, City officials, and members of the public.

Hours and Benefits The standard schedule is weekdays, 7:00 a.m. to 3:30 p.m., including a one-half (½) hour unpaid meal period; however, the employee may be required to work outside normal scheduled hours or additional hours as needed. Hours may vary from zero (0) to thirty-seven (37) hours per week based upon departmental needs. Benefits, if any, are provided only in accordance with applicable City policies, ordinances, collective bargaining agreements, benefit plans, and other governing documents. No benefits are provided except as otherwise required by law or an applicable governing document. Public Works operations require employees to be available for call-in and emergency response outside their normal work schedules. Employees are required to provide a reliable means by which their Supervisor can contact them when they are not working.
