LABORER III
(STREET
CLEANING
) Overview A Laborer III performs a variety of skilled laboring tasks in support of street cleaning, litter control, seasonal maintenance, beautification efforts, and public space operations. Employees in this class serve as lead workers and are responsible for coordinating daily work activities, supporting crew performance, reinforcing safe work practices, and ensuring assigned tasks are completed effectively and efficiently. Employees in this class perform work requiring skills acquired through experience, training, and on-the-job instruction. A Laborer III must be capable of performing physically demanding work safely while exercising sound judgment, initiative, and accountability in the field. Positions in this class differ from those in the class of Laborer II by the greater degree of responsibility exercised through lead worker assignments, crew coordination, acting supervisory duties, and the performance of more skilled operational tasks. Laborer III employees may serve as the primary field lead for assigned crews and may substitute for a Labor Supervisor when required. Normally, Laborers III work under the supervision of a Labor Supervisor who issues work assignments and inspects work periodically for quality, safety, and efficiency. Employees in this class may direct the work of Equipment Operators I and II, Laborers I and II, temporary employees, and seasonal staff while assuming responsibility for crew safety, work quality, and completion of assigned tasks. Objectives
- Leads and works alongside assigned crew members to ensure work is completed safely, efficiently, and in accordance with established procedures and performance expectations;
- Coordinates daily field activities, monitors work progress, reinforces safety practices, and assists supervisors in maintaining operational productivity and service quality;
- Operates street sweepers, regenerative air sweepers, mechanical broom sweepers, leaf collection equipment, dump trucks, loaders, snow plows, material spreaders, and other assigned equipment in support of street cleaning operations;
- Performs street sweeping, litter removal, debris collection, illegal dumping response, alley cleaning, leaf collection, and related maintenance activities throughout the City;
- Supervises small crews during cleanup operations, special projects, special events, beautification efforts, encampment cleanups, and emergency response activities;
- Delivers mulch, wood chips, and other materials to residents, City facilities, and community locations as assigned;
- Operates leaf vacuum trucks and assists with seasonal leaf collection activities, including collection of biodegradable leaf bags;
- Operates snow and ice control equipment, including plow trucks, material spreaders, loaders, and other assigned equipment in support of winter weather operations;
- Operates dump trucks and loaders in the removal and transportation of snow, debris, brush, and other materials;
- Conducts daily equipment inspections, maintains equipment cleanliness, performs minor maintenance, and promptly reports equipment deficiencies, malfunctions, or safety concerns;
- Maintains required documentation, including work activity reports, route completion records, and equipment inspection records;
- Responds to citizen inquiries and concerns regarding street cleaning, litter control, illegal dumping, leaf collection, and related public works services in a professional and respectful manner;
- Supports employee training, mentoring, and development by providing guidance to less experienced staff and reinforcing safe and effective work practices;
- Responds to emergency operations, storm response activities, special events, and other City operational needs as required;
- Performs related work and other duties as required, including operating additional equipment and supporting cross-divisional operations when needed such as operating refuse collection vehicles.

Minimum & Additional Requirements Ideal Candidate Minimum:
High School Diploma or GED; at least three years of experience in performing semi-skilled/skilled maintenance or construction tasks; knowledge of turf and/or grounds maintenance; and three years experience as a lead worker in any related trade; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Additional Requirements:
Possession of a valid Commercial Drivers License. . Preferred Qualifications Completion of vocational training, apprenticeship coursework, leadership training, or related certifications; extensive experience performing public works, street cleaning, maintenance, transportation, or construction-related work; experience leading crews and coordinating field operations; experience operating street sweepers, dump trucks, leaf collection equipment, loaders, snow plows, material spreaders, and other public works equipment; ability to interpret written instructions, work orders, route information, and operational plans; and the ability to perform physically demanding work while leading crews in a safe and productive manner.
