The Pre-Construction Project Manager leads IMKAT's pre-construction department, owning every project from signed contract through permit issuance.
This is a department-lead role:
the right person sets and holds the timeline standard (a 4-week IFP target and an 8-week custom target), directs the in-house drafters, permit coordinators, and outside consultants, and is personally accountable to ownership for pre-construction throughput, plan-set quality, and the rate of correction cycles. They keep clients informed, the consultant team aligned, and the scope accurate — while driving the systems that prevent pre-construction mistakes from becoming field change orders. Essential Duties & Responsibilities Own the pre-construction pipeline end to end — every project from signed contract through permit issuance, against a 4-week IFP / 8-week custom timeline standard. Direct and hold accountable the in-house architectural drafters, permit coordinators, and outside consultants (structural, soils, Title 24, civil) to deadlines. Serve as the senior point of contact for homeowners during pre-construction; deliver milestone updates, design decisions, and difficult news with clarity. Review each signed contract and plan set to confirm scope is feasible given site, design, and code — catch setback, zoning, and feasibility issues before they reach permit or the field. Run the final plan-set review before submittal: confirm architectural, structural, energy, and consultant documents all align and the package is complete. Process and track pre-construction change orders; communicate cost and scope impacts to clients and coordinate contract implications with sales. Manage permit submittal and plan-check correction cycles across multiple jurisdictions; maintain working relationships with building departments and plan reviewers. Build and enforce the systems that minimize plan deficiencies, reduce correction cycles, and prevent pre-construction errors from generating field change orders. Report pre-construction department health, project risk, and timeline performance to ownership and executive leadership. Maintain organized, current project files, timelines, consultant contracts, and communication logs across all active projects.
