Position Summary The Construction Project Manager is responsible for managing the planning and execution of fiber construction projects at Core Fiber Partners. This mid-senior level role may oversee Construction Managers, contractors, vendors and field operations teams, ensuring that projects are delivered safely, on time, within budget, and to quality and safety standards. The Project Manager coordinates with internal departments, vendors, and stakeholders to ensure smooth project delivery and alignment with strategic goals. This role will also be responsible for ensuring construction projects align with applicable federal and state broadband grant requirements. This role involves a combination of office work and regular field visits to support project oversight. Essential Duties and Responsibilities The essential functions include, but are not limited to, the following: Lead and manage multiple construction projects from planning through completion. Supervise the Construction Manager and provide guidance to field teams and subcontractors. Develop detailed project plans, schedules, and budgets; monitor progress and adjust as needed. Ensure compliance with safety protocols, regulatory requirements, and company standards. Review and interpret construction drawings, engineering plans, and specifications. Coordinate with permitting authorities, utility companies, and internal departments to resolve issues. Manage procurement of materials, equipment, and services; track usage and inventory. Conduct regular site visits to ensure quality control and safety compliance. Prepare and maintain project documentation, including daily logs, change orders, and reports. Communicate project status, risks, and updates to the Construction Program Manager and other stakeholders. Identify and mitigate project risks; resolve issues and conflicts efficiently. Support continuous improvement initiatives and contribute to process optimization. Foster a collaborative and accountable work environment across project teams. BEAD & Grant Compliance Responsibilities Manage construction and upgrade activities in compliance with BEAD (Broadband Equity, Access, and Deployment) program requirements and applicable NTIA and state broadband office conditions. Ensure construction scope, locations, schedules, and costs align with grant-approved designs, eligible areas, and funding criteria. Coordinate
NEPA/EHP
commitments, environmental conditions, and right-of-way requirements during construction execution. Oversee Buy America / BABA-compliant material sourcing, tracking, and documentation. Ensure compliance with prevailing wage, certified payroll, and labor documentation requirements for BEAD-funded projects. Maintain and review grant-required documentation, including construction progress records, as-builts, photo documentation, and materials tracking. Coordinate with compliance, finance, and project management teams during monitoring reviews, audits, reporting milestones, and reimbursement submissions. Monitor field execution to ensure construction activities remain within grant-approved scope and eligible cost criteria. Identify, document, and escalate potential compliance risks, schedule impacts, or scope deviations that could affect grant eligibility or funding reimbursement. Support readiness for site inspections by state or federal representatives. Minimum Qualifications (Knowledge, Skills, and Abilities) 7+ years of experience in construction management, telecommunications, or related fields. Proven ability to manage multiple projects and lead cross-functional teams, including remote management as needed. Strong knowledge of fiber optic and outside plant construction methods, safety standards, and regulatory requirements. Excellent organizational, time management, and communication skills. Proficiency with project management software and Microsoft Office Suite. Ability to read and interpret construction drawings and engineering documents. Experience with budgeting, cost control, and resource planning. High school diploma or equivalent (bachelor's degree in construction management or related field preferred). Valid driver's license and clean driving record.
Preferred Qualifications:
Experience managing BEAD or other federally funded broadband or infrastructure projects. PMP or other project management certification. Knowledge of NEPA/EHP, Buy America (BABA), and Davis-Bacon requirements. OSHA, FOA, or other relevant safety/construction certifications. Experience with heavy equipment operation and vendor management. Physical Demands and Work Environment The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Work is performed in a combination of office and field environments, with field visits needed to support project oversight. May require up to 25% out-of-town regional travel, including occasional overnight travel. Business mileage incurred through authorized use of a personal vehicle will be reimbursed in accordance with company policy. Ability to walk, stand, climb, bend, and lift up to 50 lbs as needed. Exposure to construction hazards during field visits; use of PPE is mandatory. Work in varied weather conditions and terrain. Occasional after-hours or weekend work may be required for urgent project needs. Possible use of company vehicles; CDL may be required for some vehicle operation.
