Job Description

The purpose of this classification is to coordinate residential construction and housing rehabilitation projects funded through federal, state, and local housing assistance programs such as the State Housing Initiatives Partnership (SHIP) Program, Community Development Block Grant (CDBG) Program, and other housing improvement initiatives. The position evaluates repair requests, prepares construction specifications, coordinates contractors, oversees construction activities, and ensures compliance with applicable building codes and program requirements. The role also assists homeowners with program participation and serves as a liaison between property owners, contractors, and City staff to successfully implement housing improvement projects.

The following duties are representative of the work performed by this position. Project Evaluation and Inspections Evaluates requests for housing rehabilitation assistance; conducts site inspections to assess repair needs and determine project scope. Identifies deteriorated materials and structural deficiencies, measures areas requiring repair, recommends appropriate construction methods, specifies materials, and prepares preliminary cost estimates. Identifies building code issues that may affect the feasibility of proposed improvements. Bid Preparation and Contractor Coordination Develops construction specifications and bid packages for rehabilitation projects; distributes bid solicitations to qualified contractors; reviews contractor applications and verifies licensure and insurance; evaluates bids for completeness and accuracy; prepares cost comparison analyses; recommends contractor selection; and notifies homeowners and contractors of bid results. Construction Oversight Monitors construction progress to ensure compliance with approved plans, specifications, building codes, and program requirements. Conducts site visits to document progress, reviews and approves change orders, identifies deficiencies requiring corrective action, and maintains photographic documentation of project progress. Performs final inspections and recommends contractor payment upon satisfactory completion of work. Grant Program Coordination Administers construction activities associated with housing rehabilitation grant programs including SHIP, CDBG, and other housing assistance initiatives. Ensures projects comply with applicable program guidelines, funding requirements, and documentation standards. Homeowner Assistance Provides information and guidance to homeowners regarding housing rehabilitation programs, construction processes, and eligibility requirements. Assists applicants, including elderly and disabled residents, with completing program applications and understanding program requirements. Serves as liaison between homeowners, contractors, and City staff to coordinate repairs and resolve project issues. Research and Compliance Researches property ownership history, permit records, code compliance cases, and other information necessary to support rehabilitation program eligibility and project evaluation. Investigates unpermitted structures and property improvements that may impact rehabilitation projects. Documentation and Administrative Duties Prepares and maintains project documentation including job specifications, contractor bid comparisons, inspection reports, payment requests, change orders, and final inspection certificates. Maintains organized files to ensure compliance with federal and state grant documentation requirements. Equipment and Communication Operates equipment associated with construction inspections including motor vehicles, cameras, ladders, and measuring tools. Utilizes computer software to prepare reports, maintain records, and communicate with project stakeholders. Communicates regularly with supervisors, City staff, contractors, property owners, and members of the public to coordinate project activities and exchange information.

Associate's degree in construction management, building construction, engineering technology, or a related field; supplemented by five (5) years of experience in residential construction, housing rehabilitation, construction inspection, or project coordination; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities for this position. Must possess and maintain a valid State of Florida driver's license. Preferred Qualifications
  • Experience administering housing rehabilitation programs funded through SHIP, CDBG, HUD, or other housing assistance programs
  • Experience preparing construction estimates, scopes of work, and contractor bid packages
  • State of Florida Contractor Certification or other construction-related professional certification

Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning :
Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning :
Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
