Senior Civil Estimator / Preconstruction Manager Site Development, Utilities & Infrastructure Florida Panhandle About Us We are a growing civil construction company specializing in horizontal infrastructure projects throughout the Florida Panhandle. Our work includes subdivision development, underground utility installation, roadway construction, stormwater systems, commercial site development, and government contracts, including projects on military installations. Our reputation has been built on quality workmanship, strong client relationships, and the ability to successfully deliver complex infrastructure projects. We are seeking an experienced Civil Construction Estimator to help drive continued growth and profitability. Position Summary The Civil Construction Estimator will be responsible for preparing accurate and competitive cost estimates for a wide range of civil construction projects, including subdivision infrastructure, underground utilities, roadways, site development, commercial developments, and government contracts. The successful candidate will work closely with ownership, project managers, field supervisors, subcontractors, suppliers, engineers, and clients to identify opportunities, develop winning bids, and support successful project execution. Responsibilities Prepare detailed cost estimates and bid proposals for civil construction projects. Review plans, specifications, geotechnical reports, utility information, and contract documents.
Perform quantity takeoffs for:
Underground utilities Water and sewer systems Storm drainage systems Earthwork and grading Roadways and paving Commercial site development Subdivision infrastructure Solicit and evaluate subcontractor and supplier quotations. Develop labor, equipment, material, and subcontractor pricing. Analyze project risks, constructability concerns, and value-engineering opportunities. Prepare bid summaries and management review packages. Attend pre-bid meetings, site visits, and project walkthroughs. Coordinate bid submissions and ensure compliance with proposal requirements. Assist with contract reviews and project turnover meetings. Support project managers during project startup and execution. Maintain estimating databases, historical cost information, and bid records. Track bid results and identify opportunities for continuous improvement. Qualifications Minimum 3-5 years of estimating experience in civil construction, site development, utility construction, roadway construction, or related infrastructure projects.
Strong understanding of:
Underground utility construction Water, sewer, and storm drainage systems Earthwork and grading Roadway construction Commercial site development Infrastructure development Ability to read and interpret construction drawings, specifications, and contract documents. Strong mathematical and analytical skills. Experience developing detailed quantity takeoffs and cost estimates. Proficiency with Microsoft Excel and estimating software. Strong communication, negotiation, and organizational skills. Ability to manage multiple bids and deadlines simultaneously. Preferred Qualifications Experience estimating Florida civil construction projects. Experience with government, municipal, county, FDOT, military, or federal construction projects. Knowledge of FDOT specifications and utility standards. Experience with estimating software such as ProEst, or similar platforms. Construction Management, Engineering, or related degree preferred. Field experience in utility or site development construction is a strong plus.
