Miller Construction is seeking an experienced and detail-oriented Preconstruction Manager to lead and manage all aspects of the preconstruction phase. This role is responsible for estimating, budgeting, design coordination, subcontractor procurement, and client engagement, ensuring projects are positioned for successful execution through accurate cost planning, risk management, and collaboration with internal teams and external partners. Key Responsibilities Develop conceptual, schematic, and design development budgets; prepare GMP estimates; perform quantity take-offs; analyze project documents for scope gaps and overlaps; develop value engineering options; and present estimate packages to clients. Create and set up projects, including review of drawings and specifications; develop subcontractor bid scopes and lists; and coordinate Invitations to Bid (ITBs) through Procore. Manage RFIs, track document revisions, maintain subcontractor proposals, and ensure complete and accurate document control from budget through final estimate. Coordinate with owners, architects, and consultants during design; manage Professional Service Agreements (PSAs); lead meetings; and ensure alignment with budget, schedule, and constructability. Oversee permitting efforts, including managing applications, coordinating with municipalities, and maintaining permit logs. Support procurement activities, including assisting with owner contract negotiations, consultant agreements, and subcontractor buyout as needed. Manage preconstruction financials, including budgets, forecasting, design-build billings, and financial risk monitoring. Lead and mentor team members; assign responsibilities; monitor progress; and support recruitment and professional development. Develop and maintain preconstruction schedules; track deadlines; and coordinate project transition to construction. Build and maintain client and trade partner relationships; support presentations and proposals; and contribute to business development efforts. Identify process improvements and new technologies; maintain historical cost data; and collaborate with operations to improve estimating accuracy. Qualifications Bachelor's degree in Construction Management, Engineering, or related field. 5+ years of experience in preconstruction, estimating, or construction management. Strong knowledge of construction methods, materials, and cost estimating. Experience with Procore or similar project management tools preferred. Strong leadership, communication, and organizational skills.
