Position Summary This job posting is for a developing federal contract opportunity. Hiring for this position is dependent upon ISI being awarded this contract following a successful proposal. ISI is seeking full-time onsite Construction Manager-Mechanical Engineers to provide Owner's Representation services for a potential future opportunity supporting the Department of Veterans Affairs (VA) at the Malcom Randall VA Medical Center in Gainesville, Florida, for the EHRM Infrastructure Upgrades and Data Center Construction project. The project is expected to include construction of a new mission-critical data center; construction, renovation, and upgrades to nearly 60 telecommunications rooms; campus-wide Cat 6a cabling and redundant fiber-optic backbone improvements; underground telecommunications duct banks; and supporting electrical, HVAC, emergency power, fire protection, physical security, and other building-system work. Construction will occur within an active medical center and will require carefully phased work, coordination of room closures and utility shutdowns, and some off-hours activities. The Construction Manager-Mechanical Engineers will provide full-time onsite construction-phase oversight aligned with contractor operations and VA facility requirements. This is an anticipated future position subject to availability of funds, and the actual start date has not yet been established. ISI is engaging qualified candidates in advance so the project team can be prepared when the schedule is confirmed; applicants who advance will be kept informed as procurement and funding milestones develop. Key Responsibilities Provide construction-phase oversight support Conduct daily onsite construction inspections Track and monitor submittals and RFIs Review submittals and provide written recommendations Review RFIs and provide technical input prior to COR deadlines Monitor construction schedule and progress Review and validate contractor pay applications Document deficiencies and track corrective actions Monitor long-lead procurement items Support development of FORCE packages Maintain project tracking reports Participate in bi-weekly and other project meetings Coordinate with VA COR and Healthcare Engineer Prepare and submit daily and weekly inspection documentation
Minimum Qualifications Education and Experience:
Four (4) year degree in Mechanical Engineering or related discipline AND Minimum six (6) years of professional engineering or construction management experience OR Fifteen (15) years of directly related construction management experience in lieu of degree. Minimum seven (7) years of experience managing facility mechanical construction projects including design oversight, schedule management, cost control, and construction administration
Preferred Experience:
Federal construction experience (VA strongly preferred) Healthcare construction experience Experience supporting IT / telecommunications / infrastructure upgrades Familiarity with building codes and permitting requirements Other Requirements Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential. Ability to work full-time onsite in Gainesville, FL Ability to work independently in an active medical facility Work Schedule and Environment Full-time onsite at Malcom Randall VA Medical Center. Approximately 8 hours per day, Monday through Friday, aligned with VA operating hours. Available to work after hours. Work performed in an active healthcare construction environment. Physical Requirements This job operates in a professional office environment, active hospital, and active construction sites. An employee must meet the physical demands described here to perform the essential functions of this job successfully. Must be able to climb, erect and maintain balance on a 30-40 pound ladder. Must be able to remain in a stationary computer position for extended periods of time. Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
