Ensure site compliance with NPDES, local ordinances, and BMP standards through leadership of inspection staff, enforcement, and reporting.

Nonexempt The purpose of this classification is to supervise inspection staff responsible for reviewing residential and commercial construction and land disturbance activities to ensure inspections are performed in accordance with applicable codes.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation, including code books, inspection reports, building installations and alterations, erosion and stormwater plans, a nd payroll; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including timesheets, leave slips, inspections policies, and procedures; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Schedules and records inspector training; schedules inspectors for training courses as needed; and maintains records of inspector certifications and licenses. Ensures maintenance of department vehicles; reviews vehicle maintenance reports; schedules maintenance and repairs as needed; and ensures availability of vehicles.
Minimum Qualifications:
Associate degree in Engineering, Construction Management, Environmental Science or a related field required; five years of experience in inspections, engineering or construction management to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this classification.
Specific License or Certification Required:
Must possess and maintain, or obtain with 1 year of employment, International Code Council (ICC) Residential and Commercial Building Inspections certifications OR Level 1B certification from the Georgia Soil and Water Conservation Commission, depending on area of assignment. May be required to obtain and maintain additional certifications as deemed necessary. Must possess and maintain a valid Georgia driver's license. Preferred Qualifications Experienced with IPS and Project Dox software, familiar with generating reports, utilizing search engines, and resolving issues related to these programs. NPDES Certified Inspector. Local government experience.
Supplemental Information:
Supervise and coordinate environmental inspectors. Ensure inspections are completed and documented accurately. Enforce compliance with GESA, NPDES, and UDO. Monitor BMP installation and maintenance. Issue Notices of Violation and Stop Work Orders. Review erosion and stormwater plans. Lead pre-construction meetings. Maintain records and prepare reports. Coordinate with departments and the public. Train and mentor staff.
