ROLE OVERVIEW
The Pre‑Construction Manager leads complex pre‑construction and infrastructure projects from site selection through design, permitting, and contract execution. This role owns scope, schedule, budget, and risk while coordinating cross‑functional teams and external partners to ensure projects are delivered on time, within budget, and ready for successful construction handoff. This is a 12‑month contract position with the potential for extension or conversion based on performance and business need.
KEY RESPONSIBILITIES
Lead pre‑construction project delivery from site selection through design completion, permitting, and contract execution Coordinate with internal and external stakeholders including real estate, WWDE, engineering, construction, architects, consultants, permitting agencies, developers, landlords, finance, and operations Develop and manage project scope, budgets, schedules, forecasts, and risk mitigation plans Oversee professional service providers, including scope validation, fee reviews, cost negotiation, and performance management Partner with design teams to deliver site plans and floor plans that meet design standards and operational requirements Review and approve design and construction contracts, technical exhibits, and site‑specific deal structures Evaluate environmental, noise, traffic, and other technical studies impacting entitlement and permitting Prepare and present clear project status, risk, and mitigation updates to leadership and stakeholders Identify project issues early and drive solutions through strong communication and collaboration
TEAM PURPOSE & PROJECTS
This role supports the planning, entitlement, and delivery of new facilities while modernizing existing operational sites with enhanced infrastructure and technology. The Pre‑Construction Manager operates independently within an assigned region, working closely with leadership and cross‑functional partners to ensure permitted, on‑time, and on‑budget project handoff.
WORK ENVIRONMENT & COLLABORATION
Fast‑paced and highly collaborative, spanning design review, permitting, bidding, and pre‑construction support. The team includes designers, engineers, and project managers focused on delivering innovative and sustainable facilities. Strong communication and stakeholder engagement are essential. TRAVEL Up to 30-40% travel may be required. Visiting twice a month for 1 day during start of the project, subject to more days on site during the end of the project.
REQUIRED QUALIFICATIONS
Bachelor's degree in Architecture, Engineering, Construction Management, or a related field 5+ years of experience in architecture, engineering, construction management, or related disciplines (10+ preferred) 5+ years of project management experience from design through implementation and operations 5+ years of experience negotiating construction, procurement, and labor contracts 2+ years of program management experience Demonstrated experience supporting permitting and entitlement processes
PREFERRED QUALIFICATIONS
Master's degree in Architecture, Engineering, Construction Management, or Business Experience delivering large‑scale projects in corporate or enterprise environments Background across multiple construction disciplines (Owner's Rep, GC, development, design, engineering) Facilities management or infrastructure upgrade experience Strong executive‑level communication skills Experience with project and collaboration tools such as Procore, Smartsheet, Quicksight, or Quip
