Description Navarro Research & Engineering is recruiting an Environmental Site Manager (3844) at Goddard Space Flight Center (Greenbelt, MD). Navarro Research & Engineering is an award-winning federal contractor dedicated to partnering with clients to advance clean energy and deliver effective solutions for complex challenges in the nuclear and environmental fields. Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense. The Site Manager serves as the senior on-site management official responsible for overall performance, coordination, and execution of environmental compliance and program management services under the NASA Environmental Support Services (NESS) contract. This role provides technical leadership, regulatory oversight, and contract execution management across multiple environmental media and support disciplines. Primary Responsibilities Provide overall on-site leadership and management of environmental programs and personnel Serve as primary interface with the Government Contracting Officer, COR, and technical leads Manage subcontractors and indirect service procurements Ensure compliance with federal, state, local, and NASA environmental regulations and directives Provide subject matter expertise in at least one environmental compliance media area Oversee multi-media environmental programs including risk assessment and regulatory compliance Support audits, inspections, corrective actions, and program improvement initiatives Ensure contract deliverables, schedules, staffing, and performance metrics are met Requirements Minimum Qualifications Bachelor of Science (BS) degree in Environmental Science or Environmental Engineering Master's degree in a related environmental or safety discipline Minimum of three (3) years of Environmental Program Management experience Demonstrated experience managing subcontracts and indirect services procurement Subject matter expertise in at least one environmental compliance media area Multi-media environmental compliance experience with federal and state regulations Experience conducting or supporting environmental risk assessments Preferred Qualifications Prior experience supporting NASA or other federal facilities Experience managing large, multi-site environmental contracts Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
