Job Title:
Owner's Representative - Wind Farm Refurbishment Job Description The Owner's Representative will oversee construction progress for the refurbishment of an existing utility-scale wind farm. This field-focused role serves as the primary on-site representative, ensuring that civil, electrical, and turbine installation activities meet design, quality, safety, and schedule expectations. The position requires strong hands-on wind construction experience, the ability to coordinate multiple contractors and disciplines, and a proactive approach to managing evolving site conditions and project risks. Responsibilities Serve as the on-site owner's representative, ensuring all construction work aligns with approved designs, quality standards, and safety requirements. Oversee daily construction activities across civil, electrical, and turbine installation scopes on the wind farm refurbishment project. Track construction schedules, including turbine deliveries, road construction, foundations, permitting milestones, and other critical path activities. Perform QA/QC inspections, maintain accurate documentation, and prepare regular reports on progress, quality, and compliance. Coordinate daily with subcontractors, trades, engineering teams, and project leadership to maintain alignment on scope, schedule, and priorities. Identify potential issues early, escalate concerns appropriately, and support mitigation strategies to reduce risk and schedule impacts. Support and monitor foundation construction, roadworks, and balance-of-plant activities, ensuring proper sequencing and coordination. Participate in site meetings, deliver progress updates, and contribute to safety reviews and toolbox talks. Provide technical guidance and field leadership during all active construction phases, helping resolve on-site challenges in real time. Monitor and help implement construction safety protocols in accordance with project and industry standards. Set expectations for health, safety, and environmental (HSE) performance with contractors and reinforce a strong safety culture on site. Apply familiarity with QA/QC expectations specific to utility-scale renewable projects to ensure consistent quality outcomes. Navigate and manage multi-disciplinary crews and subcontractors, fostering effective communication and collaboration across teams. Communicate regularly with internal project resources, including the project manager and construction manager, to ensure alignment on progress and issues. Support permitting-related activities by tracking permitting challenges and their impact on construction sequencing and schedule. Essential Skills Proven experience working on wind construction projects, with at least 1+ recent years of wind construction experience in roles such as technician, lead, foreman, superintendent, or construction manager. Hands-on experience on utility-scale wind farms or similar renewable energy projects. Strong understanding of civil, electrical, and turbine installation scopes within wind farm construction. Demonstrated ability to track and manage construction schedules, including deliveries, foundations, roadworks, and permitting milestones. Experience monitoring and implementing construction safety protocols on active job sites. Ability to establish and maintain strong HSE expectations with contractors and on-site personnel. Familiarity with QA/QC standards and processes on utility-scale renewable energy sites. Proven ability to coordinate and navigate multi-disciplinary crews and multiple subcontractors. Strong communication skills to effectively interface with internal project managers, construction managers, and external contractors. Ability to work independently in a field-intensive environment and make sound decisions under changing site conditions. Additional Skills & Qualifications Experience with wind construction from an owner or independent power producer (IPP) perspective is preferred. Experience with EPC, general contractor (GC), or original equipment manufacturer (OEM) organizations is beneficial. Stormwater Pollution Prevention Plan (SWPP) experience is a plus but not required. Prior experience serving as a site or owner's representative on large-scale infrastructure or renewable projects is advantageous. Strong organizational and documentation skills, including the ability to produce clear reports and maintain accurate records. Ability to contribute positively to a collaborative, safety-focused project culture. Work Environment This role is a field-intensive, on-site position based at a wind farm in Mountain Lake, Minnesota, for an anticipated six-month project duration from June 2026 through December 2026. The Owner's Representative works primarily outdoors and around active construction areas, overseeing civil, electrical, and turbine installation activities in a dynamic environment with changing weather and site conditions. The schedule is typically Monday through Friday, approximately 40-50 hours per week, with flexibility to support project needs. The role includes regular interaction with multiple contractors, trades, and technical teams in a multi-disciplinary setting. The position requires the use of the individual's own vehicle for site access and travel, and a company laptop will be provided for project work, documentation, and reporting. The role is eligible for per diem at the applicable GSA rate for five days per week when working on site, with adjustments if weekend work occurs. Staffing coverage allows for rotational time at home as needed, supporting a balanced rotation between on-site presence and off-site rest. Job Type & Location This is a Contract position based out of Mountain Lake, MN. Pay and Benefits The pay range for this position is $50.00 - $75.00/hr.
