GENERAL INFORMATION
Saint Paul Public Schools (SPPS) is looking to hire a full time Construction Senior Project Manager for our Facilities planning department in St. Paul, MN. Employees could be eligible for Medical/Dental/Vision/Pension and accrue sick and vacation time. Position Summary The individual in this position coordinates and manages the planning and completion of assigned construction and maintenance projects, and is the primary contact for planning-stage estimates. Coordinates project development, design, specifications, bid process, contract administration, quality control, financial management, and technical documentation. Supervision Received and Exercised Reports to a department manager or unit supervisor. May exercise supervision over lower-level staff. Minimum Qualifications Bachelor¿s Degree in Construction Management, Project Management, or a closely related field. Eight (8) years of experience in either educational, institutional, or commercial construction, or a closely related field. Experience in developing multi-million dollar facilities planning projects and project documents. Experience/success in managing to scope, schedule, and budget for mid- to large- complex construction projects preferred. Or an equivalent combination of education, training, and/or experience. Preferred Qualifications Leadership in Energy and Environmental Design (LEED) Accredited Professional Minnesota Driver's License may be required. Other knowledge, skills, abilities, and credentials required for a specific position. Knowledge, Skills and Abilities ¿ Considerable knowledge of the methods and practices for project planning, designs, technical plans, specifications, estimates, and reporting for construction and deferred maintenance projects. ¿ Knowledge of the materials, methods, and techniques used in infrastructure projects for school system buildings. ¿ Knowledge of federal and state safety rules and regulations, including those of the Occupational Health and Safety Administration (OSHA). ¿ Knowledge of current construction trends and alternative construction approaches. ¿ Communication skills for engagement. ¿ Detail and process organization skills. ¿ Skill in utilizing computer systems in the performance of job responsibilities. ¿ Skill in data management, recordkeeping, research, analysis, and reporting. ¿ Skill in reading and interpreting architectural and engineering drawings, designs, estimates, plans, and specifications. ¿ Skill in analyzing problems, resolving disputes, and developing effective solutions. ¿ Skill in assessing and prioritizing multiple tasks, projects, and demands. ¿ Ability to communicate effectively with individuals and groups. ¿ Ability to communicate effectively orally and in writing. ¿ Ability to gather data and report to the team and management. ¿ Ability to anticipate or identify problems, resolve issues, and develop solutions. ¿ Ability to assess qualifications and capabilities of contractors. ¿ Ability to ask questions and analyze answers whenever necessary to understand and identify deviations from normal processes and procedures. Responsibilities The essential job functions include, but are not limited to, the following fundamental duties: Project Management ¿ Participates in the support and updating of the Facilities Master Plan as requested. ¿ Maintains a Facility Condition Assessment database for the district to prioritize future projects. ¿ Assists others in the department with estimates and scopes of projects, both with internal resources and external consultants. ¿ Develops complex project cost estimates and feasibility analyses. ¿ Interfaces with, and uses, accounting, procurement, and project management software. ¿ Communicates orally and in writing with peers, building staff, administration, parents, and community members related to project design and construction. ¿ Plans and manages assigned construction and deferred maintenance projects from design through completion, according to project timelines, budgets, and state and federal regulations. ¿ Coordinates the work of assigned project team, contractors, consultants, and other assigned personnel; provides technical direction and support as needed. ¿ Works with the assigned team for each project to make appropriate project decisions to maintain project control within scope of authority. ¿ Identifies events that could alter the scope, budget, and schedule of the project and develops contingency plans for meeting objectives. Analyzes, compares, and evaluates various courses of action and make independent decisions under the general direction of the department manager on matters of significance within the scope of position responsibilities ¿ Examines plans and specifications for district buildings prepared by external consultants and contractors and propose changes as required to ensure projects are implemented using the most suitable project delivery methods and best practices consistent with SPPS standards, or industry best practices. ¿ Leads the monitoring of project work sites, evaluates project status and documentation, and assures the projects meet job specifications, budget, schedule, quality, and productivity goals. Observes the construction of district buildings. ¿ Meets regularly with the project team to identify progress and problems that may arise. Establishes plans to deal with any issues that come up. Contract Management ¿ Manages contracts, identifies technical issues and monitors project activities for compliance with state and federal regulations and standards, and Saint Paul Public Schools (SPPS) policies, goals, and objectives. ¿ Identifies the need for external consultants and contractors. In consultation with the department manager, negotiates contracts with the same. Monitors and evaluates performance of consultants and contractors. ¿ Evaluates, negotiates, and resolves contract and technical issues for assigned projects. Inclusive Workplace and Community Engagement Contributes to the Districts Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources. Fosters positive relationships with internal and external stakeholders through transparent communication, responsiveness, and inclusive engagement practices. Physical/Mental Demands The physical and mental demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Physical Requirements The work is sedentary with frequent use of computers, phones, and standard office equipment and requires the ability to sit for extended periods of time. Ability to conduct site visits and construction observations, including walking on uneven surfaces, climbing stairs or ladders, and navigating active construction areas while adhering to safety requirements. Manual dexterity to pick, pinch, type, or otherwise work primarily with fingers. May require the ability to lift, carry, or move materials, plans, or equipment weighing up to approximately 25 pounds, with or without reasonable accommodation. Requires occasional travel to District facilities, construction sites, meetings, and off-site locations.

Working Conditions Physical/Mental Demands The work is sedentary to light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas and have close visual acuity.
