If so, we are seeking an Agency Executive/Project Manager to serve as a construction manager for State of Minnesota construction projects. In this position, you will provide experienced project leadership for 20
- 40 statewide projects simultaneously while working with each customer agency, agency and consultant architects/engineers, construction contractor, and other project team members and stakeholders from the beginning of each project through completion, including the pre-design, design, bidding and procurement, construction, and post-construction phases.
Each project may be multi-agency/cross-agency in scope or within a single agency. The position also assists multiple agencies with their capital project planning efforts. The ultimate goal is to provide new or renovated state facilities that meet the customer agency's needs most economically while adhering to Minnesota Statutes 16A, B and C; other applicable laws; and policies. The Real Estate and Construction Services (RECS) division manages over 400 construction projects and 800 property leases annually. Overall, the State has a real property footprint that includes 5,585 buildings and gross square feet and acreage equaling about 5.5% of the State. Under the Construction Services unit, Admin serves as the State's owner's representative on construction projects for Minnesota state agencies. The cost and complexity of today's buildings, the importance of time, and the need to deal with unanticipated events and unforeseen conditions all argue for an integrated and managed approach to the delivery of facility projects for Minnesota state agencies. By thoroughly understanding the business needs and objectives unique to each agency, along with statutory and other requirements, Admin assists Minnesota state agencies with the delivery of complex projects through comprehensive and fully integrated project management services. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details. In addition, traveling of up to 75% of the time to visit project sites throughout the State will be required. Qualifications Minimum Qualifications The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. Five (5) years of experience as a construction manager, architect, engineer, general contractor, or comparable position as the responsible-in-charge project manager/owner's representative for multi-million dollar institutional and commercial building projects. Experience must demonstrate the ability to successfully manage construction projects from pre-design through post-occupancy project phases. A Master's degree in construction management, construction science, architecture, engineering, or related field may substitute for 18 months of experience. A Bachelor's degree as specified above may substitute for one (1) year of experience as described. An Associate's degree as specified above may substitute for six (6) months of experience as described. Analytical skills sufficient to understand various construction and architectural documents. Organizational skills sufficient to manage multiple tasks to ensure that work is completed in a timely manner and tasks are prioritized appropriately. Ability to ask questions and research answers whenever necessary to understand the application of/derivation from normal processes and procedures. Ability to carry out duties using Microsoft Office software (Outlook, Word, and Excel). Working knowledge of project management and scheduling software such as Microsoft Project. Preferred Qualifications Bachelor's degree or higher in construction management, construction science, architecture, engineering, or closely related degree. Previous Construction Project Management experience in Owners Project Representative organization (management of projects for private or public owner). Formal Project Management Training (Certificate) from PSMJ Resources, Inc. or Project Management Institute (PMI). Previous experience managing projects using a project management software such as MS Project with Project Web Application (PWA-MS Project). Physical Requirements Applicants must be able to physically inspect construction projects and work sites while traversing rough/dug-up terrain, ascend/descend ladders and temporary stairs, and lifting up to 30 pounds with or without assistance. While outdoors, applicants may experience varying weather conditions and fluctuations in temperatures. While in transit, weather and road conditions may vary. Applicants must obey all traffic laws and safety rules.
