This full-time position reports to the Director of Construction and serves as a key liaison to senior college leadership. This position engages regularly with senior internal and external stakeholders, including College Vice Presidents, Deans, Directors and State Construction Office (SCO) leadership, to facilitate alignment, influence decision-making and lead resolution of complex, high-risk issues that significantly impact core college operations. This position maintains a comprehensive understanding of and actively monitors evolving state and county funding programs, applying that expertise to inform planning, strategy and execution of capital initiatives. This position also applies expert knowledge of relevant statutes, regulations and policies, including the North Carolina State Construction Manual, the North Carolina Community College System (NCCCS) Capital Improvement Guide, the Guilford Technical Community College Construction Manual and all referenced governing documents, to ensure compliance, mitigate regulatory risks and avoid project delays. This position will be based on the Jamestown Campus with responsibilities at the Greensboro, High Point, Cameron and Aviation Campuses as required. Min Salary $69,474.78 Mid Salary $78,159.12 - We offer a competitive salary package that will be determined based on the candidate's experience level and qualifications related to the job. Compensation will be commensurate with your level of experience. Duties/Functions Difficult Challenges Contacts Education Required Bachelor's degree from an ABET-accredited engineering program or a NAAB-accredited architecture program. Education Preferred Experience Required Three (3) years of relevant engineering/architectural/construction program experience. Experience Preferred Construction project management experience within the
NCCCS, UNC
System or a State of North Carolina Agency is not required but will be viewed favorably. A professional license is not required, but progress toward licensure will be favored (e.g., FE/EIT certification, AXP completion, or partial completion of the ARE). KSA Required Demonstrated integrity and professionalism, with the ability to build respectful, collaborative, and supportive working relationships while appropriately holding contract partners accountable for commitments. Demonstrated sound judgment in facilities‑related decision‑making, including the ability to recognize financial, operational, and reputational risks and support appropriate mitigation actions. Ability to research, interpret, and consistently apply complex policies and standardized processes to support responsible stewardship of public resources and effective project delivery. Strong verbal and written communication skills, with the ability to clearly explain technical concepts to non‑technical audiences. Valid North Carolina driver's license with an acceptable driving record. KSA Preferred Demonstrated ability to manipulate, analyze, visualize, and apply data to support decision-making will be viewed favorably. Demonstrated success in developing and leading implementation of process improvements, particularly with respect to workflow and data management, will be favored. Knowledge of and experience applying NC State Construction and Office and NC Community College System policies and procedures. Department/Job Specific Requirements Training required in the use of the State Construction Office Interscope+ project management system. May be asked to work at times other than scheduled hours and on call when necessary.
