The Technical Services Manager is responsible for leading and executing all preconstruction technical activities that support Sales, Engineering, Supply Chain, and Manufacturing. This role develops FEED drawings, prepares accurate early-phase estimates, manages plan review submissions, and ensures complete document control for preconstruction deliverables. The position plays a key role in defining project scope, providing cost‑assured technical proposals, and ensuring preconstruction services align with operational capabilities and financial targets.KEY ACCOUNTABILITIES/RESPONSIBILITIES
Preconstruction & Technical Coordination Coordinate with the Sales team to clearly understand and validate the defined scope of work for new opportunities. Develop FEED drawings, conceptual layouts, and sales‑level plans in Revit and AutoCAD to support early‑stage proposals. Prepare ROM (Rough Order of Magnitude) estimates based on the defined scope, modular design standards, and current cost data. Provide firm estimates for Project Authorization (PA) with minimal positive variance, ensuring accuracy and alignment with plant capabilities. Work with Supply Chain to maintain an updated preferred vendor list and manage Diboll s master price book for materials and subcontracted services. Coordinate with the plant to maintain up‑to‑date labor‑hour production rates and incorporate them into preconstruction estimates. Regulatory & External Agency Coordination Coordinate with plan review agencies across multiple states for submission, tracking, and approval of preconstruction documents. Ensure all FEED‑level documentation aligns with applicable codes, modular construction standards, and state or local submittal requirements. Documentation & Control Maintain complete and current document control for all preconstruction deliverables, including approved drawings, estimates, and correspondence. Maintain and update the Design & Engineering expenses tracker to support budget visibility and reporting. Cross‑Functional Collaboration Support Sales, Engineering, and Operations by providing clear technical direction, scope clarification, and preconstruction documentation consistency. Participate in internal review meetings to align project scope, design intent, budget expectations, and applicable standards before project handoff.REQUIRED QUALIFICATIONS/EDUCATION/WORK EXPERIENCE
Post‑secondary education in Architecture, Structural Engineering, Architectural Technology, Civil Engineering, or a related discipline is required 5+ years of experience in preconstruction, estimating, engineering support, or technical design for modular, commercial, or industrial building projects. Strong proficiency in Revit, AutoCAD, and estimating tools. Working knowledge of modular building codes, state modular approval processes, and construction documentation requirements. Strong understanding of cost estimating, labor‑hour forecasting, vendor pricing, and early‑phase project scoping. Excellent written and verbal communication skills, with the ability to collaborate effectively across Sales, Engineering, Supply Chain, and Operations.PHYSICAL DEMANDS

Additionally, in the manufacturing environment this position will involve some exposure to hazards or physical risks, which will require the following of basic safety precautions and ability to wear assigned and appropriate Personal Protection Equipment (PPE).
