Job Description

LOCATION MAY VARY
This position is responsible for field supervision and on-site execution of federal construction projects. Initiates mobilization upon Notice to Proceed; enforces site safety and quality standards in accordance with contract documents and federal regulations; manages field staff, subcontractors, and daily site operations; and maintains accurate communication with the Project Manager and Government representatives. The Superintendent must possess strong knowledge of federal construction practices including contract compliance, EM 385-1-1 safety standards (when applicable), quality control procedures, and coordination with Contracting Officer (CO) and Contracting Officer Representative (COR). Daily activities must be planned and executed in accordance with the approved project schedule and contract requirements. Daily priorities must be routinely analyzed and scheduled to meet deadlines. This person must be flexible and able to multi-task, possess a willingness to delegate effectively by providing training and clear communication. Attention to detail and accuracy is incorporated into all daily work. Essential Duties Schedule subcontractors, suppliers, testing agencies, and inspectors in accordance with the approved CPM schedule and federal contract milestones. Coordinate inspections with Government Quality Assurance Representatives (QAR), COR, and third-party testing agencies. Execute and enforce the approved Quality Control Plan in compliance with federal contract requirements (e.g., Three-Phase Control System when required by
USACE/NAVFAC
). Conduct preparatory, initial, and follow-up inspections and document findings. Coordinate with Project Manager regarding RFIs, submittals, contract modifications, and government directives. Participate in progress meetings, partnering meetings, and pre-installation conferences with Government representatives.
Monitor Compliance with:
Davis Bacon Labor Standards Certified Payroll posting requirements Buy American / Trade Agreements Act requirements Ensure that subcontractor is fully executing and complying with his contracted scope of work. Coordinate required inspections with local jurisdictions. Enforce project safety program in compliance with
EM 385-1-1
(or agency-specific safety manual), OSHA regulations, and approved Accident Prevention Plan (APP). Ensure Activity Hazard Analyses (AHA) are prepared, reviewed, and implemented prior to work activities. Identify differing site conditions, design conflicts, and potential change events; document and notify Project Manager immediately. Maintain detailed daily reports documenting manpower, weather, work activities, inspections, safety incidents, and government interactions. Input daily quality and safety documentation into RMS/QCS or agency-required management system (if applicable). Ensure subcontractor has corrected all deficiencies identified by project team. Preside over weekly subcontractor meetings designed to coordinate the work. Issue notices of non-compliance to subcontractors in regards to quality of work or scheduling. Ensure that the job site is always kept in a clean and organized manner. Ensure jobsite security, badging compliance, and access control requirements are maintained in accordance with installation or facility regulations. Perform job progress and completion punch list identification and completion. Manage project punch list, pre-final inspections, final inspections, and corrective actions through Government acceptance.
Secondary Functions:
Assist in budgeting, bidding, and award of subcontracts. Assist in obtaining permits or approval of revisions. Gather project material submittals and maintain records of approvals at the job-site. Identify areas of work that are outside of subcontracted scope. Opening the jobsite at beginning of the day and securing the jobsite at the end of the day. Support subcontractor small business participation goals and reporting requirements (when applicable). Assist Project Manager with preparation of time impact analysis (TIA) support documentation when required. Assist in commissioning, startup, and turnover documentation including O&M manuals and as-built verification.

Experience working on active military installations or secured federal facilities preferred.
Working knowledge of:
Federal Acquisition Regulations (FAR) Agency specific project specifications (USACE/NAVFAC/VA/GSA) Davis Bacon Act Compliance Government inspection protocols Security and badging procedures for federal installations Proficient with software/internet-based programs: Microsoft Project Microsoft 365
Education and Experience:
Minimum ten (10) years of related construction experience and in managing construction projects required. Experience on firm-fixed-price, design-build, IDIQ, or MATOC federal contracts preferred. Demonstrated ability to thoroughly understand drawings and specification, general contractor & subcontractor documents, materials, means and methods. Valid Drivers License with a clear MVR.
Certifications:
OSHA 30-Hour Construction (required or must obtain within 30 days of hiring)
EM 385-1-1
Competent Person (preferred) First Aid/CPR (required or must obtain within 30 days of hiring)
USACE QCM
Certification (required or must obtain within 180 days of hiring)
Security Requirements:
Must be able to obtain and maintain base access, background clearance, or other federal security credentials as required.
Physical Requirements:
Frequent walking on uneven surfaces, including ground in varying weather conditions. Regularly sit, stand, or walk short distances for up to the entire duration of a shift/workday. May stoop, kneel, or bend on an occasional basis. May reach above shoulder heights and below the waist on frequent basis. Occasionally climb stairs or ladders, etc. Regularly works near heavy equipment and moving machinery. Prolonged periods of sitting at a desk and working on a computer. Exposure to outdoor environment with machinery/equipment in the surrounding area. This position requires the use and operation of a personal and/or company vehicle. Able to wear personal protective equipment is required, including but not limited to steel toe shoes, gloves, safety glasses, hearing protection, hard hat, vest, etc. Able to safely operate a motor vehicle.
