No Job Summary/Description Provides professional project construction management and leadership on multiple small, intermediate, and large complex higher education academic, healthcare and research facilities projects at Angelo State University. This position will work with office staff, user groups, architects, engineers, contractors and others involved with the construction projects to ensure the goals and objectives of the project are met in a timely manner within budget. Typical Duties/Job Duties Works with the Director and project coordinator to develop Requests for Proposals (RFP), Requests for Qualifications (RFQ), bid proposal forms, bid documents, and contract documents. Manages the day-to-day planning, construction, commissioning and turn-over of assigned projects by providing project leadership, communication, coordination and conflict resolution to ensure project goals are met. Responsible for project budget, schedule, quality assurance and coordination of construction services. Drives the progress of consultants and contractors to achieve expected project functionality and recommend alternatives to recover from negative drift. Reviews and makes recommendations regarding construction contracts, changes, technical services contracts, GMP submittals, buy-out documents, pay applications, etc. Reviews plans and specifications during all phases of design, reviews project submittals, and ensures the project is constructed in compliance with project documents, FPC processes, and state and federal regulations. Works with the Project Coordinator to ensure the project documentation is maintained, including change orders, requests for information, submittal and shop drawings, etc. Coordinates A/E construction administration and third-party testing and inspection service contracts, including outside testing and balancing consultants, commissioning consultants, life safety inspections, TDLR inspections and other consultants. Ensures the accuracy of the work-in-place calculations and other elements of monthly payment applications, including schedule updates, surety releases, bonds, payroll, wage rates, subcontracts, HUB participation, and retainage releases. Provides support to the Director, Construction Inspectors, Project Coordinator, and other personnel as needed to properly oversee the management of construction activities and processes. Primary project liaison with campus staff, facility user groups, facility management staff, and operations staff for the facility. Stays current in Codes and Regulations applicable to design and construction. Collaborates with FM to initiate and develop process improvements. Performs other duties as assigned.
Knowledge, Skills and Abilities Knowledge:
Knowledge of complex commercial construction, building codes and requirements, and generally accepted building practices and principles Basic knowledge of reading and interpreting construction documents, including architectural, structural, MEP, civil, and specification documents S kills: Skilled in the use of computers, copiers, and general office equipment Skilled in verbal, written, and interpersonal communication
Abilities:
Ability to work effectively with a variety of individuals Ability to work with minimal supervision and perform well under heavy workloads Ability to manage time efficiently Ability to learn new software programs quickly and efficiently Minimum Qualifications Some college coursework in construction management, architecture, engineering, or a related field and a minimum of five years of construction project supervision experience; or an equivalent combination of education and experience that provides the knowledge and abilities necessary to perform the essential functions of the position. This position is security-sensitive and requires a criminal background check. Must possess a valid Texas driver's license and maintain a driving record acceptable to the University's insurance provider.
