Job Description

Job Summary The Construction & Development Manager is responsible for construction projects related to utility availability (water, sewer, and telecom) and developer extensions through effective project oversight, plan review, technical coordination, and cross-departmental collaboration. Ensures infrastructure projects are delivered in alignment with Kitsap PUD's standards, timelines, and strategic goals. Functions as a key liaison between developers, contractors, engineers, and field staff, supporting the District's mission of providing high-quality utility services.

Monday - Thursday 6:30am - 5:00pm (must have ability to be flexible for utility needs)
Requirements Include :
Bachelor's degree in construction management, Civil Engineering, or a related field; or equivalent combination of education and experience. Minimum of 3-5 years of experience in utility construction or development-related project management. Experience reviewing and interpreting construction plans, specifications, and utility standards. Working knowledge of municipal permitting, easement acquisition, and utility extension practices. Strong communication, coordination, and organizational skills. Familiarity with public utility district operations and Washington State regulations is preferred. Must have and maintain a valid Washington State driver's license. Qualification for employment includes passing a pre-employment drug test and a background check. Responsibilities may include, but are not limited to: Manages and coordinates the planning, design review, and construction of developer extension and service availability projects for utility infrastructure. Conducts technical reviews of civil construction drawings and developer submittals to ensure compliance with PUD engineering standards and regulatory requirements. Works closely with the Senior Construction Manager, engineering staff, and construction inspectors to ensure project readiness, effective construction sequencing, and timely execution. Supports the preparation and execution of Developer Extension Agreements, easement documentation, and project closeout deliverables. Provides technical guidance and support to developers, consultants, and contractors regarding construction expectations, standard specifications, and permitting processes. Participates in pre-application meetings, pre-construction conferences, and field reviews to coordinate expectations, address challenges, and streamline project timelines. Monitors project schedules and coordinates inspections to ensure construction activities remain on track and conform to approved plans. Reviews construction field changes, identifies potential conflicts, and collaborates with engineering staff to resolve constructability or design issues. Coordinates with GIS and administrative teams to ensure accurate system mapping and documentation following project completion. Ensures timely communication and progress updates to senior staff and stakeholders; flags potential risks and provides proactive solutions. Supports the development and implementation of internal procedures for managing developer extensions and service availability requests. Participates in engineering and construction team meetings and represents the department in discussions with external agencies, municipalities, and utilities as needed. Provides project tracking data and reports as requested by management to assist in forecasting, budgeting, and planning. Maintains accurate project records and ensures compliance with District policies and applicable codes. Assists in the development of annual work plans and project prioritization strategies. Maintains regular and reliable attendance. Performs other duties as assigned. Working Conditions Frequently required to sit or stand for extended periods. May lift and move up to 50 pounds. Exposure to outdoor weather conditions and construction site environments. Occasional work outside of normal hours, including weekends and emergency situations.
