Annual Salary Range:
$106,500 - $157,000 The successful candidate's placement in the salary range will depend upon previous experience in a similar role. RC#902472 DESCRIPTION / ESSENTIAL
FUNCTIONS
This position Plans, organizes, and supervises plan review operations within the Building Safety Division. Manages the implementation of the City's master plan. Participate in budget preparation and administration. Duties include, but are not limited to the following: Monitors overall implementation of the City's master plan. Establishes schedules and methods for plan reviews and permit issuance. Implement policies and procedures as directed. Participate in budget preparation and administration. Prepares cost estimates for budget recommendations, submits justifications for proposed expenditures, and monitors and controls expenditures. Administers plan revision process and reviews building plans to determine code compliance. Recommend changes in codes to resolve design and interpretation issues and to accommodate new materials and new design concepts. Performs field inspections as necessary to determine code compliance and proper installation of the more complicated structures or systems. Responds to questions and advises the public concerning codes and plan check reports. Provides technical support and recommendations on neighborhood planning assignments, including data gathering and community participation projects. Attend public meetings and initial project meetings to inform applicants of Tempe's building code requirements, policies, and procedures. Prepares and presents written oral reports to City Council. Plans, directs, and manages the day-to-day operations of the Building Safety division. Hire, trains, and manages staff. Conducts performance assessments and disciplinary actions as required. May perform responsibilities of a similar nature and level as assigned.
REQUIREMENTS
Experience:
5 years of experience in construction plan review, building code enforcement or inspections, or related experience with at least two (2) years in a supervisory capacity. Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant's full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education:
Bachelor's degree Professional Licensure and/or
Certifications:
International Code Council (ICC) Certification as a Building Plans Examiner (B3) certification Four (4) ICC certifications• or a Master Code Professional (MCP) or Certified Building Official (CBO) designation Eligible ICC certifications: Residential Plans Examiner, Electrical Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, Combination Plans Examiner, Commercial or Residential Building Inspector, Commercial or Residential Electrical Inspector, Commercial or Residential Plumbing Inspector, Commercial or Residential Mechanical Inspector, Commercial or Residential Combination Inspector. The following can substitute for one (1) of the additional required ICC certifications: a licensed Engineer or licensed Architect designation. ¿¿ ICC Certified Building Official, obtain within six (6) months of hire.¿
