86 Summary Under limited supervision of the Chief Building Official, independently performs a broad range of residential, commercial, and industrial inspections, as well as a variety of technical inspection work, to enforce compliance with International Code Council (ICC) building codes, regulations, and ordinances as adopted and amended by the Town of Firestone. Essential Duties and Responsibilities:
The list below is intended to illustrate the responsibilities of the position and is not all-encompassing. The Town reserves the right to modify these duties at any time. Conducts l inspections of all building types and supports duties with a high level of competence. Inspects buildings during various stages of construction and/or remodeling to ensure compliance with applicable codes, ordinances, and regulations; makes determinations regarding approval or disapproval of work being conducted. Mentors and guides inspectors I and II, and assists in providing clear and concise communication of applicable code and ordinance requirements to customers and stakeholders Provides in-field training to inspectors I and II. Serves as lead inspector on assigned projects and is responsible for monitoring progression and documentation of inspection processes. Inspects existing buildings for change of use, occupancy, or compliance with applicable ICC codes and ordinances. Inspects the demolition and removal of structures in the Town. Reviews plans in the field to determine conformity to building and zoning codes. Inspects foundation, concrete, steel masonry, wood construction, framing, plastering, plumbing, heating, and installations that contain a large variety of other complex and routine building system elements. Issues "Notices to Comply" on violations; issues "Stop Work" orders on work that has been completed without a permit or that is in violation of the established codes; maintains records of historical facts for possible legal actions. Performs inspection activities with other jurisdictional departments and outside agencies as required. Confers with architects, contractors, builders, and the public in the field and office and explains and interprets code requirements, procedures, and restrictions Explains laws, ordinances, and code provisions to contractors, property owners, and the public. Advises homeowners, architects, designers, contractors, and developers on code and design requirements. Advises and provides information to homeowners, architects, designers, contractors, and developers to assist in correcting deficiencies in construction. Researches problems and complaints regarding residential buildings, building construction, and code compliance. Resolves and responds to complex and sensitive customer service issues either in person, by telephone, or in writing. Maintains a log of inspection activities performed regarding the findings of daily inspections. Responds to emergency call situations to inspect buildings after fire or other catastrophic events; evaluates structural stability; determines if the building is habitable and formulates reports of findings. Maintains complete and accurate inspection records, reports, correspondence, photographs, and related documentation. Performs other related duties and responsibilities as required or assigned.

Ability to interpret and apply codes in complex or non-standard situations. Ability to review plans, product listings, and manufacturer instructions to determine code compliance. Ability to provide clear technical guidance and direction to inspectors, contractors, and property owners. Ability to resolve complex inspection issues and complaints using sound judgment and consistency. Ability to assist with inspector training and quality control efforts. Ability to communicate effectively in writing and verbally on technical and enforcement matters. Skilled in advanced use of inspection software, electronic permitting systems, and mobile devices (e.g. Citizen Serve, Code books).
Minimum Qualifications Education and Experience:
High school diploma or GED equivalent and four (4) years of building inspection experience; or an equivalent combination demonstrating master level competence.
Licenses/Certifications:
Valid driver's license and satisfactory driving record. Possession of a current State of Colorado Journeyman or Master Plumber or Electrician license, and a current ICC Residential Building Inspector (B1) and ICC Commercial Building Inspector (B2) at the time of hire.

While performing the duties of this job, the employee is regularly required to sit, frequently stand and walk, and use hands to finger, handle, or feel. The employee is frequently required to reach with hands and arms, stand, walk, bend, stoop, or kneel. On rare occasions, the employee may be required to climb, crawl and balance. The employee must be physically capable of operating a motor vehicle. Employees must rarely lift and move up to 50 pounds. The employee must be physically capable of operating various computers and office equipment effectively to fulfill the essential functions of this position.
