Position Summary AI Engineers is seeking an experienced Resident Engineer to lead construction management and inspection services for transportation and infrastructure projects throughout Connecticut. The Resident Engineer will oversee daily construction administration, supervise field inspection and office engineering staff, and serve as a primary point of coordination between the client, contractor, designers, and project stakeholders. The ideal candidate will possess strong leadership skills, technical knowledge, and experience administering transportation construction contracts. This role requires the ability to evaluate field conditions, resolve construction issues, monitor project performance, and oversee compliance with contract documents and applicable agency requirements. This position requires work in field offices and active construction sites throughout Connecticut based on project assignments. Responsibilities Lead daily construction management, inspection, and contract administration activities. Supervise and coordinate inspectors, Office Engineers, and other construction management personnel, including staff assignments and inspection coverage. Oversee contractor compliance with contract plans, specifications, approved submittals, and applicable agency requirements. Serve as a primary liaison between the client agency, contractor, designers, utilities, railroad representatives, and other project stakeholders. Evaluate field conditions and coordinate the resolution of technical issues, construction conflicts, and differing site conditions. Lead progress and coordination meetings, communicate project status, and track outstanding decisions and action items. Review contractor schedules, monitor construction progress, identify potential delays, and evaluate proposed recovery measures. Oversee the review and processing of submittals, RFIs, work plans, and project correspondence. Review payment estimates, quantity calculations, supporting documentation, and material acceptance records. Evaluate proposed changes, cost proposals, and time-extension requests, and prepare recommendations for client review. Oversee inspection reports, project records, correspondence, and documentation supporting contract administration and potential claims. Coordinate construction activities with utility work, railroad operations, track outages, and access restrictions, as applicable. Monitor compliance with applicable safety and environmental requirements and elevate concerns through established project procedures. Manage punch lists, final inspections, quantity reconciliation, and project closeout documentation. Provide technical guidance and mentorship to construction management and inspection staff. Qualifications Bachelor's degree in Civil Engineering or a related engineering field preferred; equivalent education and experience may be considered where permitted by client requirements. Minimum of 15 years of progressively responsible experience in construction inspection, construction management, or contract administration on transportation or heavy civil infrastructure projects required. Active Professional Engineer (PE) license required. Prior experience serving as a Resident Engineer, Assistant Resident Engineer, or in a comparable construction management leadership role. Experience supervising inspection staff and coordinating multidisciplinary construction activities. Strong knowledge of construction methods, plans, specifications, contract administration, quality assurance, and material acceptance procedures. Ability to evaluate construction issues, exercise sound judgment, and develop clear recommendations. Experience reviewing payment estimates, change orders, contractor schedules, and project documentation. Excellent written and verbal communication skills, including the ability to lead meetings and communicate effectively with contractors and client representatives. Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook, and Adobe Acrobat. Strong organizational skills and the ability to manage competing priorities in an active construction environment. Must be willing and able to work throughout Connecticut, including field offices and active construction sites. Ability to accommodate night or weekend work when required by construction activities or railroad outages. Valid driver's license required. Candidates must satisfy the qualifications and approval requirements of the applicable client agency and project assignment. Preferred Qualifications Connecticut Professional Engineer (PE) license If no CT license should have the ability and be willing to obtain Connecticut licensure; required where specified by the client or project assignment. Prior Resident Engineer experience on CTDOT, Metro-North Railroad, Amtrak, or similar public agency projects is a plus. Experience with railroad, bridge, highway, transit, or other transportation infrastructure construction. Familiarity with CTDOT construction administration procedures, standard specifications, and documentation requirements. Experience with COMPASS and AASHTOWare Project (AWP). Experience reviewing CPM schedules. Experience with electronic document management platforms such as SharePoint, e-Builder, or Procore. OSHA 10 or OSHA 30 certification.
