UNTIL SUFFICIENT APPLICATIONS RECEIVED IMPORTANT
1. Veterans - Veteran's points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination. 2. Residents - Five (5) Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.
EXAMPLES OF DUTIES
Employee in this class inspects construction, alterations and repairs to houses and commercial buildings for conformance to structural safety regulations and requirements. Employees in this class must regularly exercise technical judgment to enforce the State Building Code. The Deputy Building Official works directly under the general supervision of the Chief Building Official on difficult inspections, projects and assignments.
EXAMPLES OF WORK
( Illustrative only) Under the direction of the Chief Building Official or his designee: Enforces the State Building Code and all the rules adopted and promulgated there under and the laws pertaining to construction, alteration, repair, removal, demolition and integral equipment and location, use, occupancy and maintenance of buildings and structures; Enforces regulations with tact and impartiality, to establish and maintain effective working relationships with contractors, property owners and the public; Assists public at counter, issues permits for building, demolition, roofing, siding, swimming pools, foundations, and mechanical permits as needed, accepts plans for review, collects fees and maintains records; Performs plan reviews to ensure compliance with the State Building Code; Works with architects, builders, etc., on construction practices and explanation of the State Building Code; Inspects all types of residential and commercial construction for conformity to the State Building Code, and performs final inspection; Responsible for the issuance of certificate of occupancy for all premises to be occupied after October 1, 1970, certifying that the building or structure conforms to the State Building Code; Keeps records of all permits and demolitions, etc.; Reviews, researches and investigates complaints concerning alleged violations of building code; Responds and researches documents requested in Freedom of Information Requests; Makes field inspections of old, fire-damaged and potentially hazardous buildings and structures, issues order of unsafe conditions and takes appropriate follow up action; May testify in court as to building ordinances; Makes detailed reports as required; Attends meetings as required; Does other related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge's of the quality and strength of building materials, of the accepted requirements of building construction; thorough knowledge of good practice in fire prevention and of the accepted requirements regarding light, ventilation and safe exit facilities, ability to detect structural and other faults and to recommend correction; thorough knowledge of the State Building Code and any laws or additions that may be promulgated; ability to read and interpret architect's plans, specifications, etc., and to insure that approved plans, etc., are followed; obtains accurate data and prepares written and electronic reports; ability to express oneself clearly and concisely both orally and in writing; ability to maintain effective working relationships with builders, contractors, owners and other public and private officials; ability to prioritize, organize and perform work independently; ability to make decisions and act quickly; and the ability to adjust to changing priorities in a sometimes stressful environment. Ability to learn and use the permitting software.
IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE REQUIRED EXPERIENCE
At least four years' experience in construction, design, or supervision of building construction work and completion of a standard high school course and preferably two years of college or university study in building engineering or an equivalent combination of experience and training which provides the required knowledge's, skills, and abilities.
SPECIAL REQUIREMENT
Candidates must have a Building Official License issued by the Division of Public Safety, State of Connecticut, and, must maintain such license under the provisions of Connecticut General Statutes, sections 29-261 and 29-262 (5B) inclusive of the State Statutes.
ADDITIONAL REQUIREMENT
Possession of a valid motor vehicle drivers' license with a good driving history.

HIGH SCHOOL DIPLOMA
This position is covered under the written agreement between the City of Waterbury and the Waterbury Municipal Administrator Association Union. The Parts and Weights for this examination will be determined prior to conducting the exam. Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination. Appeal Process - An applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice. Please notify the Civil Service Office of a change in address. Notification will be mailed to the address written on your application.
