Government Contract (Base Year + 4 Option Years + 6-Month Extension) Position Overview We are seeking a highly motivated and technically proficient Engineering Technician (ET) to support the Resident Officer in Charge of Construction (ROICC) offices. This role is critical for monitoring construction contracts to ensure adherence to contract provisions, quality standards, and applicable safety regulations. The ideal candidate has practical experience as an ET, superintendent, or quality control/assurance manager on DoD construction projects. This role requires a sharp eye for detail, a strong understanding of construction methods, and the ability to identify and report issues to Government representatives. This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from Government management. Key Responsibilities Make regular visits to project sites to verify construction work complies with contract plans, specifications, and safety requirements. Review the construction contractor's Quality Control Plan and safety plans. Monitor the execution of required material testing and analysis. Prepare and review daily Quality Assurance reports. Provide reviewed copies to the Construction Manager and identify potential issues. Monitor ongoing construction to check progress and verify compliance with contract documents. Identify issues that may affect contract value or duration and report them to the Government COR and Contract Specialist. Prepare independent cost estimates. Support the review of technical and administrative submittals, including RFIs, test plans, and invoices. Maintain proper construction contract document files using eCMS and ensure all files are available to ROICC personnel.
Required Qualifications Experience:
Minimum three (3) years of experience as an engineering technician, superintendent, quality control/quality assurance manager, or Contracting Officer's Representative on Department of Defense construction projects.
Education:
High School Diploma or equivalent required. An associate degree in a related field is a plus.
Citizenship:
U.S. Citizenship is not explicitly required, but candidates must be eligible for a CAC and pass a Tier 1 background check.
Security:
Must pass required security background investigation and be eligible for a Common Access Card (CAC).
Certifications:
Completion of the 40-hour
EM 385-1-1
Construction Safety Course (or within 90 days).
Technical Skills:
Working knowledge of Primavera scheduling software, construction management systems (e.g., eCMS), and MS Office Suite.
Language:
Fluent in written and verbal English to provide clear reports and presentations.
Physical Demands:
Ability to perform strenuous activity while working outdoors in extreme weather, in confined spaces, and using fall protection equipment.
Schedule & Work Conditions Hours:
40 hours per week, typically Monday through Friday, between 7:00 AM and 4:30 PM.
