Job Description
Under the technical direction and oversight of the Chief Building Official, this position performs managerial, administrative, and highly technical work functions involving commercial and residential building plans examination and inspections to ensure compliance with applicable State and County codes and standards.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Manages and directs daily work functions of personnel engaged in reviewing construction plans, issuing permits, and inspecting structures throughout the county.
- Provides final code interpretation; FEMA regulations, explains intent and purpose of ordinances, code provisions and local building regulations, requirements for contractors, homeowners, engineers, architects, and attorneys.
- Schedules, audits and performs inspections, job site walk-through, and project reviews, consults with contractor licensing and Code Enforcement for determinations of violations to the code.
- Responds to questions, complaints, and requests for information/assistance from field inspectors, contractors, project personnel, plan reviewers, architects, tradespersons, code enforcement, owners/builders, the public, outside agencies, elected officials, employees, supervisors, or other individuals and/or Divisions.
- Reviews, consults, and issues requests for early work scopes; approves requests for temporary and final certificates of occupancy.
- Discusses process, procedure and coordination with local fire district and health department regarding policies and enforcement of state, federal and local requirements.
- Develops, interprets, implements, and maintains standard operating procedures, policies, and training programs; establishes and reviews employee and departmental goals and objectives.
- Instructs and directs staff regarding proper procedures of the Division; reviews all work for compliance with standards, policies, and procedures; schedules and coordinates in-service training for personnel.
- Investigates failures due to faulty construction; revokes permits as needed; meets with the Board of Adjustment and Appeals as needed; conducts research of expired, cancelled, voided or open permits, and determines appropriate courses of action to resolve permitting issues to include research, extending permits, and cancelling permits.
- Prepares for, attends, and testifies in Code Enforcement Board hearings, courtroom hearings and judicial proceedings as required; attends official functions, and meetings; makes presentations, public speeches and/or statements to various groups, agencies and/or news media; responds to the direction and needs of the County Manager's Office and Department Head; interacts with County Commissioners, Development Services Advisory Committee, Planning Commission, Contractor Licensing Board, Hearing Examiner, other County Departments and Divisions, and building industry associations.
- Informs and educates government officials, business owners, and homeowners on building permit and inspection processes, contractor licensing and/or violation/code issues and regulations.
- Examines construction plans and specifications for buildings, residential dwellings and/or other structures to determine compliance with the provisions of the County's building, mechanical, electrical and plumbing codes, zoning ordinance for issuance of building permits and Certificates of Occupancy or Certificates of Completion; identifies defects or inadequacies; prepares plan check correction reports; requires corrections be made to meet the requirements of pertinent State and County codes; approves plans that comply.
- Arranges pre-application meetings; interprets code requirements for contractors, homeowners, engineers, architects, and attorneys; assists with advising interested parties of updates and changes in the codes.
- Enters required data about plans, review notes, and reasons for pass/fail status into a computer database; prints and mails form letters indicating as per code, the reason(s) for rejecting the submitted plans.
- Reviews site development plans, construction/engineering plans, permit applications, and specifications to ensure compliance with applicable codes, ordinances, and engineering standards; reviews engineering reports, changes to construction plans; provides recommendations, comments on development plans.
- Reads and interprets blueprints, construction plans, specifications and technical drawings; reviews same for compliance with applicable engineering codes, ordinances and regulations; prepares energy calculations and fixture counts.
- Approves permits for construction; calculates and assesses proper fees for permits and/or inspections.
- Retrieves list of the required inspections for builders and contractors; schedules inspections for contractors, owner-builders, etc.
- Assists clients and community members; performs customer service while attending to their needs; informs customers of permit status.
- Assists Chief Building Official on completion and submission of documents for review and audit by the Insurance Services Organization (ISO) for Community Rating System (CRS) and the Building Code Effectiveness Grading System (BCEGS).
- Provides recommendations for division budget to include continuing education, equipment and resources along with staff levels from fees received from permitting, inspections, extensions of permits, Temporary Certificate of Occupancy (TCO), and Temporary Certificate of Completion (TCC).
- Ten (10) years of experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent, with at least five (5) years of such experience in a supervisory capacity. OR
- Bachelor's degree in Engineering, architecture, construction management or closely related field; supplemented by experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent which totals ten (10) years, with at least five (5) years of such total being experience in supervisory positions.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Must possess or obtain a Provisional State of Florida Building Code Administrator License (BU) within 180 days of hire and obtain a valid State of Florida Building Code Administrator License (BU) within one year of receiving the Provisional license.
- Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in
CMA 5805.
- Operates an assigned motor vehicle; maintains cleanliness of and fuels vehicle; checks tire inflation and fluid levels; and requests or schedules service and/ or repairs as needed.
