: Yes, Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance Purpose of Job The purpose of this job is to perform technical/supervisory functions associated with ensuring that water and sewer construction and repair are completed in accordance with approved drawings, specifications, and ordinances. Duties and responsibilities include, but are not limited to, reviewing construction drawings; conducting inspections of water and sewer line construction; coordinating work activities; supervising and assisting in repairs; maintaining records; supervising assigned staff; and performing additional tasks as assigned. • Friday from 8:00 am to 5:00 pm.

May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy. Minimum Training & Experience Required to Perform Essential Job Functions Associate's Degree or Vocational/Technical school training in Engineering, Drafting and Design or equivalent, with three years of experience in construction management, surveying, and drafting/design work required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. One year of supervisory experience required. Must possess a valid driver's license. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals. Reviews initial water and sewer construction plan drawings for compliance with approved specifications and ordinances. Conducts site inspections of water and sewer main construction and repair to assure that contracted work is completed according to specifications. Supervises and assists in repair of broken water mains; assists in correcting sewer blockages. Coordinates purchase and delivery of parts and supplies. Coordinates with developers and contractors to ensure that approved site plans and materials are being utilized on each project; communicates with developers to exchange necessary information. Attends meetings with developers and Utilities Department officials. Resolves technical problems; mediates disputes caused by technical problems. Computes administration fees. Sets up and maintains contract files; maintains daily activity log. Assists in the acquisition of easements and right-of-way deeds. Maintains utility plans and maps. Estimates materials and job costs to complete public utility projects; prepares bid documents. Receives and/or prepares reports, correspondence, forms and other documentation; reviews, processes, and/or forwards as appropriate; maintains records; performs other clerical duties. Answers the telephone; provides information, advice and guidance; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary. Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals. Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department. Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge and proficient with computers. Is able to read, understand, and interpret personnel and financial reports and related materials. Knowledge of water and sewer construction practices and procedures. Knowledge of the Athens-Clarke County public utilities system and of department policies and procedures. Knowledge of water and sewer materials, costs, and structures. Knowledge of surveying methods and practices. Skill in reading and interpreting engineering drawings and specifications. Skill in supervision, record-keeping, oral and written communication, and in mathematics. Skill in using a variety of engineering and surveying tools and equipment. Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities. Ability to effectively communicate and interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Unified Government of Athens-Clarke County as they relate to the Public Utilities Department. Ability to assemble information and make written reports and documents in a concise, clear, and effective manner. Ability to employ good organizational, management, human relations, and technical skills. Ability to use independent judgment and discretion in managing subordinates, including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Ability to comprehend, interpret, and apply regulations, procedures, and related information. Ability to handle the required mathematical calculations using statistical methods. Ability to operate various equipment and machinery including a utility vehicle, computer, calculator, and telephone. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS PHYSICAL REQUIREMENTS

Must be physically able to operate a variety of machinery and equipment including a utility vehicle, computer, calculator, and telephone. Must be able to use body members to work, move or carry objects or materials.

This position requires:

walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.
