Classification SpecificationDEVELOPMENT INSPECTOR
(1126)NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM FLSA
Non-Exempt Purpose of Classification:
The purpose of this classification is to review and inspect commercial and residential development installations to ensure conformity to local, state and federal environmental codes and regulations regarding protection of natural resources, water bodies and stormwater run-off.Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Conducts scheduled and unscheduled field inspections of commercial and residential development installations: inspects construction sites for conformance to local, state and federal construction, stormwater, timbering, zoning, environmental, agricultural, water and pollution codes, regulations, and standards; reviews and approves building and site plans; receives, responds to and investigates complaints of violations of related codes and regulations; and ensures compliance with National Pollution Discharge Elimination System (NPDES) rules and regulations and other applicable codes, regulations and environmental standards. Identifies code violations and needed corrective action: communicates with contractors, business owners, and/or property owners regarding inspection findings; identifies compliance issues and needed corrections or modification; re-inspects after completion of required corrections/modifications; issues stop work orders or citations for violations as needed; and prepares and presents evidence in court as needed. Approves construction plans, activities and final products which meet all environmental code requirements: and maintains inspection records and related paperwork in department files. Consults with developers, site supervisors, builders, project owners, engineers, project workers, and the general public regarding codes, inspection procedures, and other issues pertaining to code compliance programs and services: responds to questions, complaints and/or requests for information; and explains and interprets applicable policies and procedures, ordinances and code. Performs a variety of administrative duties in support of inspection work: receives and responds to open records Newton County, Georgia Development Inspector NPDES requests; prioritizes and schedules assigned inspections and investigations; completes daily log sheet; prepares inspection files, investigative files, regulatory reports, etc.; enters information collected into database; and maintains all related records and files. Maintains a comprehensive, current knowledge of applicable codes, regulations, and standards; reviews new codes and changes to existing codes; maintains an awareness of new methods, materials, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends seminars, workshops, and training sessions as appropriate.. Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards or retains, as appropriate, various forms, reports, correspondence, construction and development plans, final plats, inspection files, complaint forms, violation notices and warnings, open records requests, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Communicates with supervisor, other County employees, contractors, builders, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Additional Functions:
Performs other related duties as required.Minimum Qualifications:
High school diploma or GED required, with vocational or technical training in environmental compliance or a related field; supplemented by three years of experience in soil erosion control, natural resource conservation, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Specific License or Certification Required:
Must possess and maintain a valid Georgia driver's license. Must possess and maintain the following additional certifications: Erosion Control; Stormwater; and Code Enforcement Level I.Specific Knowledge, Skills, or Abilities :
