Job Description

Receives training in the methods and resources used in reviewing plans and specifications for compliance with provisions of the electrical or plumbing codes and ordinances; provides information to the public; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Specialty Plans Examiner II (Electrical or Plumbing) class in that the Specialty Plans Examiner I (Electrical or Plumbing) performs as a trainee and under close supervision, reviews simple plans and specifications for compliance with provisions of the electrical or plumbing codes and ordinances; whereas the Specialty Plans Examiner II (Electrical or Plumbing) independently reviews moderately difficult plans and specifications for compliance with provisions of the electrical or plumbing codes and ordinances.

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Receives training in the review of electrical or plumbing permit applications; checks applications for accuracy and completeness of information; reviews simple plans and permit applications for conformance to electrical or plumbing codes and ordinances and recommends action. Calculates and collects permit fees and issues permits. Receives training in applicable codes and ordinances for more complex plans. Receives applications and plans over the counter; answers inquiries and directs applicants to other agencies as necessary. Prepares correspondence and reports. May accompany inspectors on field inspection and performs limited inspections as directed. Inputs electrical or plumbing permit and inspection information into County-wide land management computer data base.
Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school and two (2) years of clerical work experience, including or supplemented by one year of public contact work.
License Requirement:
Possession of a valid Hawaii State driver's license (Type 3).
Knowledge of:
office practices and procedures; general government operations.
Ability to:
learn, understand and interpret blueprints and schematics; learn to interpret and apply applicable codes and ordinances; maintain records and prepare reports; follow oral and written instructions; deal tactfully and effectively with others.

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
