Under the direction of the Director of Public Works, the Code Enforcement Officer is responsible for enforcing the City of Woodson Terrace Municipal Code and applicable property maintenance. This position conducts inspections, investigates complaints, identifies and documents violations, communicates compliance requirements to property owners and residents, and follows violations through to correction or further enforcement action when necessary. The Code Enforcement Officer is responsible for enforcing City ordinances relating to property maintenance, nuisance abatement, grass and weeds, trash and debris, junk, hazardous trees, occupancy requirements, and other code-related matters. The position requires frequent interaction with residents, property owners, business owners, contractors, and other members of the public. The Code Enforcement Officer is expected to exercise sound judgment, remain professional and impartial, and represent the City with integrity and respect.ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are intended to represent the primary responsibilities of the position. Other related duties may be assigned by the Director of Public Works. Conduct routine inspections throughout the City to identify violations of the Municipal Code and applicable property maintenance, zoning, and occupancy requirements. Investigate complaints received regarding possible code violations, including but not limited to: Grass and weeds Trash, garbage, junk, and debris Property maintenance Nuisances Junk Hazardous or neglected trees Occupancy violations Other violations of City ordinances Determine whether violations exist and take appropriate enforcement action in accordance with City ordinances and established City procedures. Provide property owners, residents, and other responsible parties with appropriate notice of violations and explain the requirements and timeframe for correcting violations. Conduct follow-up inspections to determine whether violations have been corrected. Issue warnings, notices of violation, summonses, and other enforcement documents as authorized and required. Prepare written reports, correspondence, case documentation, photographs, and other records related to code enforcement activities. Maintain accurate and organized electronic and hard-copy records of complaints, inspections, notices, violations, correspondence, and enforcement actions. Utilize City-issued technology, including computers, iPads, mobile devices, code enforcement software, and other applications necessary to perform assigned duties. Prepare cases for Municipal Court and appear in court or administrative proceedings when required. Communicate with property owners, residents, business owners, contractors, and other members of the public regarding code requirements and violations. Respond to questions and complaints in a courteous, professional, and timely manner. Coordinate with the Public Works Department, Police Department, Fire Department, City Clerk's Office, contractors, and other departments or agencies when necessary to address code enforcement matters. Occupancy and property inspections as required. Maintain knowledge of applicable City ordinances, regulations, policies, and procedures and remain current on changes affecting code enforcement responsibilities. Operate a City-issued vehicle while conducting inspections and performing other assigned duties. Perform other related duties as assigned by the Director of Public Works.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of basic code enforcement principles and practices, or the ability to learn through training and experience. Ability to learn, interpret, and apply the Municipal Code of the City of Woodson Terrace and applicable property maintenance, zoning, occupancy, and other regulations. Knowledge of the International Property Maintenance Code is preferred. Strong verbal and written communication skills. Ability to communicate effectively with individuals who may be upset, frustrated, or disagree with an enforcement action. Ability to remain calm, professional, respectful, and impartial during difficult or confrontational situations. Strong organizational skills and attention to detail. Ability to manage multiple complaints, inspections, and cases while meeting established deadlines. Ability to work independently with limited supervision while maintaining communication with the Director of Public Works. Ability to exercise sound judgment and make fair and consistent enforcement decisions within established City policies and ordinances. Basic to intermediate computer skills, including word processing, email, spreadsheets, electronic records, and Microsoft Office applications. Ability to learn and effectively use City code enforcement software and mobile technology. Ability to prepare clear and accurate reports, correspondence, and case documentation. Ability to establish and maintain effective working relationships with City employees, residents, property owners, businesses, contractors, and other agencies. Ability to maintain confidentiality of information when required.MINIMUM QUALIFICATIONS
High school diploma or GED. Valid Missouri driver's license with an acceptable driving record. Ability to successfully complete required background and drug screening. Ability to perform the essential functions of the position.Preferred Qualifications:
Previous experience in code enforcement, municipal government, property inspections, building inspections, law enforcement, public works, customer service, or a related field. Knowledge or experience with municipal codes, property maintenance codes, zoning regulations, or occupancy requirements. Experience using electronic inspection, permitting, or code enforcement software.Training:
Previous code enforcement experience is preferred but not required. The City is willing to provide training to a qualified candidate.PHYSICAL REQUIREMENTS
The employee must be able to perform the physical requirements necessary to conduct inspections and perform the essential duties of the position, including: Walking and standing for extended periods. Bending, stooping, climbing stairs, and navigating uneven or difficult terrain. Entering and inspecting residential, commercial, and other properties as authorized. Working outdoors for extended periods. Working in varying weather conditions, including heat, cold, rain, and snow. Operating a City vehicle. Occasionally lifting or carrying items weighing up to 30 pounds. Work is performed both in an office environment and outdoors throughout the City. A significant portion of the position involves conducting inspections in varying weather conditions. The position may involve exposure to potentially hazardous or uncomfortable situations, including unsafe properties, animals, environmental hazards, personal danger, and individuals who may be belligerent, confrontational, or potentially dangerous. The employee may also encounter persons or conditions presenting potential exposure to contagious or communicable diseases. The employee is expected to follow all applicable City safety procedures and use appropriate precautions.WORK SCHEDULE
The normal work schedule is Monday through Friday, 7:00 a.m. to 3:30 p.m. Occasional overtime, schedule adjustments, evening inspections, court appearances, or other work outside normal hours may be required based on operational needs.EMPLOYMENT REQUIREMENTS

The Code Enforcement Officer works under the direct supervision of the Director of Public Works. The position works cooperatively with other City departments, including Public Works, Police, Fire, and the City Clerk's Office, as well as outside agencies, contractors, property owners, businesses, and members of the public.
