The purpose of the Combination Inspector position is to perform highly technical and complex inspections of residential and commercial construction, including mobile homes, to verify all building, electrical, plumbing and mechanical systems are installed in compliance with requirements of applicable city codes and ordinances, local, state or federal laws and standards, and with the adopted editions of the International Building and Residential Codes, National Electrical Code, Uniform Plumbing Code, the International Mechanical and Fuel Gas Codes, and per approved plans for commercial and residential properties. This position may distinguish the different trades with specialized inspectors of that trade.Example:
Building Inspector to inspect building structural, framing and energy components; Plumbing and Mechanical Inspector to inspect plumbing and mechanical installations and Electrical Inspector to inspect electrical installations. All will require certification in Residential and Commercial Building Inspection.Essential Duties:
These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.Duty I:
FIELD INSPECTIONS 60
% Time Essential T asks : Review plans and permit applications prior to and in the field to ensure construction is completed in accordance with approved plans Inspects industrial, residential, and commercial buildings, electrical, plumbing, gas, and mechanical installations during various stages of construction and/or remodeling for conformity to applicable city codes and ordinances, local, state, federal and accessibility standards. Determines adequacy of installation and identify code violations of adopted codes and notify contractor. Prepare and issues correction notices and compliance orders or letters regarding code violations Receive, investigate, resolve, or forward complaints of code violations to appropriate personnel as necessary. Coordinates activities with other department and inspection staff by recording inspection results in the electronic permit system noting date of approval or disapproval Works with other inspectors to coordinate inspection coverage of the City and ensure building, electrical, plumbing, and mechanical work is inspected and approved prior to the issuance of certificate of occupancy, certificate of completion or other final approval Maintain accurate documentation and files with project related facts, inspection activity logs and findings and correspondence useful for any future reference or legal needs Determines remedies or alternative solutions and recommends changes, improvements, or modifications of existing Division programs to Supervisor Inspect and record sewer and water taps for Public Works Department Inspect and record results for sewer and water services lines for Public Works Department Duty 2: CODE RESEARCH andENFORCEMENT 20
% Time Essential T asks : Review, study and comprehend applicable building, mechanical, electrical, plumbing codes and accessibility standards related to structures and systems being installed Explain and interpret related codes to homeowners, contractors, and other Division personnel within the City Enforces City and State adopted codes, standards, rules, and regulations for all building projects. Works closely with the Fire Department to assess, structural damage due to fire, commercial kitchen mechanical systems, and gas safety for code compliance Coordinates and works closely with the local power company for gas and electrical lockouts due to unsafe condition and turn-ons once deficiencies are corrected. Represents the Division in the field and office regarding code-related conferences with architects, contractors, developers, and the general public Ensure building components and materials are listed, labeled by approved testing agency, and comply with applicable code requirements and standards Responds to light trespassing complaints, at times after normal working hours, and report findings to Supervisor. Write and issue letters or notice of non-compliance to contractors or building owners that create unsafe conditions relating to building installation of materials and components. Duty 3:CONSULTATIONS & TRAINING 10
%Time Essential Tasks :
Meet with applicants and respond to questions from contractors, engineers, designers, and homeowners to avoid design rework, construction deficiencies or code violations prior to and during construction. Works with contractors, owners, and agents to resolve complex construction problems Demonstrate efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service Provide training and education to other inspectors and contractors on updated code requirement. Attend continuing education training seminars related building, mechanical, electrical, plumbing, and accessibility codes and standards to ensure required licenses and certifications are maintained Duty 4:PLAN REVIEW 10
%Time Secondary Duties Tasks :
C onducts plan reviews of building, mechanical, plumbing, and electrical designs and accessibility as qualified to assure compliance with established codes Prepare clear and detailed plan review summary of any deficiencies found and clearly and accurately communicate results, orally and in writing. Maintain accurate record of plan review and resolutions of deficiencies and record in permit software system Essential Knowledge, Skills and Abilities Related to thisPosition:
Knowledge of:
Building construction, materials, and methods; structural engineering principles; design practices and construction methods of materials for residential and commercial structures, electrical, plumbing and mechanical codes and regulations. Methods, procedures, and practices essential to skilled installation of building components to ensure fire and life safety, public health, and general welfare throughout the building Building related codes and ordinances adopted by the City and State, including the current editions of the International Building and Residential Codes, Accessibility Standards, International Energy Conservation Code, National Electrical Code, Uniform Plumbing Code, International Mechanical and Fuel Gas Codes, City ordinances and standards, and Administrative Rules of Montana. Construction safety standards and methods related to building construction and installation of related systems or components Basic mathematics including standard applications of arithmetic, algebra and geometry encountered in general building construction and design for associated plumbing, mechanical and gas systems construction Skill or ability to: Recognize skilled and code compliant installation of components of a building, including foundation, framing, mechanical, electrical, plumbing, to the completion of the project. Identify non-compliant installations and relay deficiency to contactor both orally and in writing. Read and interpret building plans and specifications. Work independently and complete assignments in a timely fashion. Apply technical knowledge using appropriate inspection techniques or procedures to safely examine workmanship, materials, and to detect deviations from the approved plans, applicable regulations and standards governing the building construction of varied commercial and residential. Read, accurately interpret and apply pertinent federal, state, and local laws, codes, ordinances and regulations. Be able to advise the general public, construction and design professionals on typical construction materials and techniques, related codes and standards, and on the associated electrical, plumbing, mechanical and fuel gas systems regularly encountered in varied residential and commercial buildings. Communicate clearly and concisely, both orally and in writing, using both lay and technical terms. Exercise good judgement, remain flexible, be creative, be sensitive to changing situations and needs, as well as maintain a positive and helpful professional demeanor regarding all customer service opportunities; and tactfully and firmly enforce necessary regulations. Establish, maintain, and foster positive and harmonious working relationships within the Building Division, with other City department staff and with the public and professional communities. Safely operate a motor vehicle. Operate modern office equipment including personal computer and permitting software.Physical Demands:
Ability to work in a standard office environment with ability to travel to different locations. Ability to move expeditiously about jobsite terrain in a variety of weather conditions and to tolerate exposure to cold, heat, noise, and the outdoors. Ability to sit, stand, walk, kneel, stoop, crawl and climb (ladders, scaffold, and forms). Ability to tolerate cramped conditions and workspace(s). Ability to recognize and move safely among physical, mechanical, and electrical hazards. Safety Performs all functions in the safest possible manner and according to policies and procedures. Participates fully with safety trainings. Reports unsafe work conditions and practices, work-related injuries, illnesses, and near- misses as soon as possible to assigned supervisor. Minimum Qualifications (Education, Experience and Training): This position requires a minimum of 3 years field experience as a Municipal or State Inspector and 3 years diverse experience in commercial and residential construction, preferably as a general contractor, independent contractor, or site foreman OR 8 years diverse experience in commercial and residential construction, preferably as a general contractor, independent contractor, or site foreman AND at least one of the following: The successful completion of a building trade related apprenticeship training program and possess an occupational, trade-related "journeyman" or above license issued by the state of Montana and possession of ICC Residential and Commercial Building Inspector certification In possession of the ICC Residential and Commercial Building Inspector certification, and at least one of the following ICC certification groups; Residential and Commercial Mechanical Inspector, Residential and Commercial Building Electrical Inspector or IAPMO Plumbing Inspector depending on job specific emphasis The successful completion of a building trade related apprenticeship training program or college level associate degree in the field of building, architecture or structural, mechanical, or electrical engineering depending on job specific emphasis and possession of the ICC Residential and Commercial Building Inspector certification. Other relevant combinations of education and work experience may be evaluated on an individual basisLicense or Certificate:
Possession of ICC Residential Building Inspector certification within six months (6) of hire with the ability to obtain the ICC Commercial Building Inspector certification within two years (12 months) of hire: Must possess a valid driver's license with acceptable driving record at the time of hire and have the ability to obtain a valid MT driver's license within six months of hire.Training Assignment:
Individuals with above education/experience/training qualifications, but without certification or license will be placed 2 steps below this positions' normal starting wage. Individuals hired under a training assignment must complete the IRC certification within 6 months of hire and complete the IBC certification within 1 years. Once IRC certification is received, individual will move up 2 steps.Supervision Received:
