Position Summary Under the direction of the Planning & Development Director, this position administers and oversees the City's building inspection, code enforcement, and assigned health officer functions. The role ensures compliance with local, state, and federal regulations and serves as the City's technical authority on building and related codes. This is a mid-management leadership position responsible for supervising staff, coordinating inspections and enforcement activities, and supporting safe and compliant development across the community. Key Responsibilities

Oversee building inspections, plan reviews, and code enforcement for residential, commercial, and industrial projects

Interpret and enforce building, zoning, health, and safety regulations

Serve as a technical resource to staff, contractors, developers, and the public

Conduct and/or oversee inspections and ensure compliance with applicable codes

Supervise and support inspection staff, including training and performance oversight

Coordinate with City departments (Planning, Public Works, Fire) and external agencies

Perform Health Officer duties, including inspections of food establishments and response to public health concerns

Represent the City in enforcement actions, including court proceedings as needed

Maintain accurate inspection, permitting, and enforcement records

Participate in development review processes and community engagement efforts Additional Information
Help for Additional Information. Minimum Qualifications
- Bachelor's degree in construction management, engineering, building trades, or a related field
- Minimum of three (3) years of progressively responsible experience in municipal building inspection or code enforcement
- Equivalent combinations of education and experience may be considered Licensing & Certifications
- Ability to obtain required certifications through the State of New Hampshire
Preferred:
NH Building Inspector certification, ICC certifications, and Health Officer eligibility
- Valid driver's license required Knowledge, Skills & Abilities The ideal candidate will demonstrate:
- Strong knowledge of building construction, inspection practices, and applicable codes
- Ability to interpret plans, specifications, and regulations
- Excellent communication and problem-solving skills
- Ability to manage multiple priorities in a regulatory environment
- Strong interpersonal skills and ability to work with the public, contractors, and officials Work Environment This position involves both office and field work (approximately 40% indoor / 60% outdoor), including visits to construction sites and exposure to varying weather conditions.
