POSITION OVERVIEW
The Construction Inspector serves as the Owner's eyes and ears in the field. The inspector observes construction, verifies conformance with the contract documents and approved requirements, maintains accurate daily records, coordinates testing and survey needs, measures installed quantities, and communicates developing issues early enough for the project team to respond. The initial assignment is the CC-215 corridor project, but the position may also support other roadway, bridge, drainage, utility, traffic, and public infrastructure construction management projects.
OBJECTIVES AND IMPACT
Quality impact. Identify deficient work while it can still be corrected efficiently, reducing rework and protecting long-term performance. Safety and public impact. Observe traffic control and changing field conditions, and promptly elevate concerns affecting workers, the traveling public, or the project. Schedule impact. Use lookaheads to anticipate inspection, testing, survey, and hold-point needs before work begins. Payment and claims impact. Create factual reports, photographs, measurements, and change-work records so payment, change, and claim evaluations are based on contemporaneous evidence.
A TYPICAL DAY MIGHT INCLUDE
Reviewing current plans, specifications, approved submittals, RFIs, schedules, traffic-control plans, and project direction before assigned work begins. Inspecting roadway, bridge, retaining structure, drainage, earthwork, concrete, paving, barrier, signing, lighting, electrical, and related work as assigned. Confirming required prerequisites, testing, survey controls, and materials are in place for critical activities. Preparing timely daily reports and labeled photographs documenting work, quantities, progress, delays, tests, deficiencies, corrections, and unresolved issues. Measuring and reconciling installed quantities to applicable pay items. Coordinating testing and survey support and tracking deficient or corrective work through resolution. Maintaining force-account or extra-work records and communicating urgent safety, traffic-control, or nonconformance concerns through the established chain of command.
PERFORMANCE EXPECTATIONS AND MILESTONES
Success means assigned critical activities are covered, daily reports are submitted within project deadlines, photographs and quantity records are traceable, and emerging issues are communicated promptly and objectively. First 30 days. Complete project orientation, learn the reporting system and active work fronts, and independently cover routine work. By 60 days. Plan routine coverage, coordinate testing and survey, maintain quantity records, and recognize common deviations. By 90 days. Reliably own an assigned area or shift, including traffic-sensitive or night work when needed. Within six months. Operate as a trusted area inspector with current records, minimal documentation backlog, and dependable support for payment, closeout, and change evaluation.
REQUIRED EDUCATION/LICENSE/CERTIFICATIONS
Bachelor Degree in Engineering or Construction Management; an equivalent combination of education and experience may be considered. Valid driver's license and ability to travel to active project sites.
REQUIRED QUALIFICATIONS
Typically five or more years of heavy-civil, transportation, public-works construction, or inspection experience. Ability to read civil and structural plans, specifications, approved submittals, RFIs, and traffic-control plans. Understanding of construction sequencing, inspection hold points, materials testing, and quality-control processes. Ability to take field measurements, perform quantity calculations, and maintain traceable pay-item records. Ability to prepare clear, objective written reports and labeled photographic documentation. Strong communication and organizational skills, including timely escalation of developing issues. Basic proficiency with email, spreadsheets, PDF review, and electronic field-reporting systems.
IDEALLY, YOU SHOULD ALSO HAVE
Freeway, roadway, bridge, retaining wall, drainage, concrete, paving, traffic-control, or public-agency project experience. Familiarity with Autodesk Construction Cloud, Bluebeam, Excel, or similar platforms. Applicable ACI, ATSSA, OSHA, WAQTC, NICET, ICC, or agency-specific credentials. Experience documenting extra work, changed conditions, corrective work, and project closeout.
WORK ENVIRONMENT AND AUTHORITY
Field environment. This position is primarily outdoors on active construction sites and may involve traffic, heavy equipment, noise, dust, uneven terrain, excavations, heights, and extreme weather. The employee must use required PPE and be able to walk or stand for extended periods, climb temporary access, and carry typical field equipment, with reasonable accommodation where applicable. Project needs may require early mornings, nights, weekends, holidays, or extended shifts. Authority boundaries. The inspector observes, measures, verifies, documents, and reports through the established project chain of command. Unless expressly delegated, the inspector does not modify the contract, accept nonconforming work, direct contractor means and methods, authorize extra work, approve payment, grant time, or commit the Owner or employer to cost or schedule changes. Clear authority boundaries protect the inspector's objectivity and the integrity of the contract. Notice what others miss. Document what matters. Communicate early.
