This position Coordinates, inspects, monitors and documents the work performed and progress of outside contractors on city capital improvement projects (CIP); represents the city on public construction projects; and performs a variety of technical tasks and special projects relative to assigned area of responsibility. The Construction Project Representative may also be assigned to a monitoring or quality assurance function over private consultant-managed CIPs. Supervision Received and Exercised Receives direction from the Construction Management Supervisor and higher level management staff. Type of Examination A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years. Eligible List You must score 70% or higher on the examination to be placed on the eligible list. The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions. Selection Process Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job." Some positions may require preliminary background checks. Example of Duties Essential Functions Administers a variety of contracts with outside service providers including construction activities; monitors the performance of contractors engaged in construction activities; maintains records of contract documentation; develops and maintains project reports, daily construction progress reports, project correspondence, and contract and project files; monitors project schedules, progress and budget. Works with private contractors, engineers, utility companies, architects and staff to resolve design and construction issues or utility conflicts. Performs quality control or quality assurance inspection for offsite and onsite improvements. Oversees and ensures that private consultants are providing the required level of inspection and testing. Conducts project progress meetings, and interfaces with design staff and consultants regarding contract documents and specifications, cost estimates and contractor cost proposals. Makes recommendations to approve construction progress payment and change orders. Makes site visits to assigned projects; inspects and monitors contractor compliance with contract documents and specifications, and state, federal and local laws, codes and ordinances. Prepares and submits or presents project reports as required. Assists management in evaluating the section's program effectiveness and in updating polices and procedures on an ongoing basis. Deals courteously with the public; answers questions and inquiries regarding contract activities. Marginal Functions Maintains awareness of new developments and industry practices in the fields of contract administration and construction inspection and testing. Performs related duties and responsibilities as required. Minimum Requirements Experience Four years experience in one or more of the following fields Construction inspection; Construction materials testing; Construction administration; Engineering design; Architectural design. Training Equivalent to graduation from high school with some post secondary level technical education in engineering, architecture, construction management, or a field related to the essential functions. License or Certificate Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter. Possession of one or more of the following certifications is required on the date of application, and must be continually maintained American Concrete Institute, Field Grade I; National Institute for Certification of Engineering Technologies (NICET) level 2, 3 or 4 in a construction-related field; Reinforced Concrete Special Inspector from the International Code Council; Commercial Building Inspector from the International Code Council; Soils Special Inspector from the International Code Council; NASSCO inspector certification for ITCP-CIPP or ITCP-MR; Inspector in the commercial building or structural field from a nationally recognized organization; the hiring manager will determine acceptable certifications on a case by case basis. The following Special Inspector certifications from the International Code Council (ICC) are desirable: Prestressed Concrete, Structural Masonry, Structural Steel and Bolting, Structural Welding. ATSSA Traffic Control Supervisor (TCS) certification is desirable. Knowledge, Skills and Abilities Knowledge of Principles and practices of contract supervision and coordination. Construction and traffic safety standards. Operations, services and activities involved in project coordination. Modern and complex principles and practices of engineering or architectural work, depending on assignment. Procedures, methods and techniques of field inspection and construction practices. Principles of advanced mathematics and its application to engineering or architectural work. Pertinent federal, state, and local laws, codes and regulations. Construction materials and standards. Surveying and trigonometry. Principles and techniques of record keeping. Techniques of basic report preparation. Common office software, including word processing, spreadsheets and email. Skills in Performing technical research and complex contract administration. Reading and interpreting plans and specifications. Preparing clear and concise reports. Communicating clearly and concisely, both orally and in writing. Establishing and maintaining effective working relationships with those contacted in the course of work. BENEFITS

Retirement Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS. Deferred Compensation The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options. Medical, Dental and Vision Insurance Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium. Life and AD&D Insurance City provides $20,000 insurance at no cost. Additional voluntary life insurance and AD&D insurance available for purchase. Disability Insurance City provides a long term disability policy:
