Job Description

GENERAL POSITION SUMMARY
Under general supervision, performs a variety of building inspection duties involved in the inspection of routine and complex structural building systems at various stages of construction, alteration, and repair for compliance with approved plans and codes; depending on level of certification, conducts plumbing, electrical, mechanical, and sewer and site development inspections; and investigates violations and complaints.

The following information is not all-inclusive. The purpose of this program is to serve the citizens by safeguarding their safety, health, and welfare by the enforcement of all applicable provisions of commercial and residential codes. The Building Inspector ensures implementation of building inspection and related codes through a program of plan reviews, inspections and enforcement activities. The Building Inspector is expected to perform the duties of this position in a manner that reflects positively on the Department, and is responsible for maintaining a level of professional expertise and image that promotes efficient use of the resources available to the Department. Depending on the level of certification, the following duties are typical. Building Inspectors may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Performs field building inspections of residential, commercial and industrial buildings during various stages of construction and remodeling to ensure that structures are being constructed in accordance with approved plans and specifications. Inspects aspects of building construction, including structural and mechanical installations, for compliance with applicable building codes, ordinances, and regulations and to ensure proper and safe installations of building systems. Notes defects in construction work and issues correction notices. Performs specialized inspections as necessary to determine code compliance; makes final inspection prior to issue of certificate of occupancy. Confers with, coordinates with, and provides information and assistance to architects, engineers, contractors, builders, and the public in the field and office; assists in the permit process; explains and interprets applicable codes, local ordinances, regulations, requirements, and restrictions. Investigates violations and complaints and conducts enforcement actions; enforces stop work orders on projects that are under construction that do not have a posted building permit; documents fines using field notes, photographs and written reports; makes recommendations for corrective action to include the permit application process. Completes a variety of reports related to building inspection and enters into the computer inspection program; maintains good written records of inspections and enforcement actions; updates files as necessary. Assists the Building Official in the plans review and building code update process. Acts as the Building Official in their absence. Arrives to work and other work-related functions on time and prepared.

Tools Motor vehicle, tape measure, soil density probe, clipboard, flashlight, ladder, paper cutter, personal protection equipment Technology Permitting software, archive software, plan review software, Windows office suite, internet, computer, telephone, smart phone, touch screen monitor, large format plotter, calculator, photocopier, printer and document scanner.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of construction methods and procedures. Thorough working knowledge of architectural and structural engineering practices. Ability to manage multiple tasks and constantly changing priorities, while managing complex projects, and maintaining responsiveness to public needs and requests. Ability to prioritize available resources to meet anticipated and variable workloads. Ability to quickly assess, address and resolve potentially confrontational situations. Excellent written and oral communication skills and the ability to communicate complex technical information effectively to the public, both orally and in writing. Ability to speak publicly. Ability to provide interpretations, develop procedures, set policies, review and approve alternate materials and methods of construction, and accomplish some of the more highly complex technical functions of the department. Excellent interpersonal, conflict resolution, leadership, and organizational skills. Ability to get along well with coworkers and maintain effective work relationships. Experience in use of permit software and plan review reader. Excellent ability to use computer hardware, printers, and computer programs to conduct inspections, complete plan reviews, communicate and present information and track progress.

EDUCATION, CERTIFICATION, & EXPERIENCE
Minimum Qualifications
  • High School Diploma or GED equivalence
  • Valid driver's license with clean driving record
  • Oregon Inspector Certification (OIC) (or obtain within 6 months of hire date)
  • Residential Building Inspector Certification (or obtain within 6 months of hire date)
  • Residential Mechanical Inspector Certification (or obtain within 6 months of hire date) Desirable Qualifications
  • Associates degree in Building Inspection Technology
  • Engineering and/or architectural experience
  • Fire & Life Safety Plans Examiner certification
  • Commercial Plumbing Inspector certification
  • Commercial Plans Examiner certification
  • Residential Plans Examiner certification Open until filled.
Pay:
$30.42 - $36.29 per hour Expected hours: 40.0 per week
