Now Hiring — Freeland Borough, PA Multi-Role Enforcement Officer Full-Time $25-$32/hr (base) or $32-$42/hr (with UCC certification) Benefits + Retirement Freeland Borough is looking for a dependable, community-minded Multi-Role Enforcement Officer to help keep our town safe, clean, and well cared for. This is a hands-on, out-in-the-field role with real variety—no two days look the same—for someone who takes pride in where they live and works well on their own. The core job covers property-maintenance and local-ordinance enforcement, animal control, and parking. If you already hold one or more Pennsylvania UCC certifications, you can also take on construction-code (building) inspections as a separate, higher-paid part of the role—and if you don't hold them yet, you can earn them after hire to move up to that pay. What You'll Do (Core Role) Property-maintenance & code enforcement— inspect residential, commercial, and vacant properties for compliance with the International Property Maintenance Code (IPMC) and the Borough's local ordinances; investigate complaints involving unsafe or unfit structures, exterior property conditions, high grass and weeds, snow and ice removal, nuisances, and sanitation. Animal control— respond to complaints, safely capture stray or nuisance animals, and enforce animal regulations. Parking enforcement— monitor parking-meter compliance and enforce related parking ordinances. Notices, citations & court— issue violation notices, correction notices, and citations; prepare photographs, case files, and testimony for district-court proceedings when voluntary compliance is not reached. Documentation— keep accurate, detailed records and follow every case through to resolution. Community contact— interact with residents, contractors, and business owners professionally, fairly, and with good judgment, and coordinate with the Borough office, solicitor, and police as needed. Construction-Code (UCC) Inspections — Higher-Paid Track This part of the role is paid at the higher $32-$42/hr rate and is open to candidates who already hold one or more Pennsylvania Uniform Construction Code (UCC) certifications. UCC is not a single license—it is a set of separate certifications issued by the PA Department of Labor & Industry, each tied to a specific trade and to inspection or plan review. The more categories you hold, the more construction-code work you can take on.

Duties include:

Plan review— review residential and commercial building-permit applications and construction documents for compliance with the PA UCC. Construction inspections— perform inspections under the PA UCC in each category you are certified for, from footings and framing through final occupancy. Permits & occupancy— issue permits and certificates of use and occupancy, and verify that no construction, use, or change of use proceeds without proper approval. Coordination— align construction-code findings with the Borough's local-ordinance enforcement so cases are handled consistently and nothing falls through the cracks. To qualify for this track, you must already hold at least one of the following PA UCC certifications (more than one is a strong plus): Residential (1 & 2 family dwellings): Residential Building Inspector, and/or Residential Electrical, Mechanical, Plumbing, or Energy Inspector—these cover most of the Borough's homes.

Commercial:

Building Inspector, Electrical Inspector, Mechanical Inspector, Plumbing Inspector, Energy Inspector, or Fire Inspector—for commercial and multi-family work. (A commercial inspector certification also lets you perform the matching residential inspection.) Plan review: Building Plans Examiner, and/or Electrical, Mechanical, Plumbing, or Energy Plans Examiner.

Accessibility:

Accessibility Inspector/Plans Examiner—required to approve plans or inspect for accessibility.

Office administration:

Building Code Official (BCO)—required to manage and direct a code-administration office; a strong plus if you will help run the program. What We Offer Pay (core role): $25.00-$32.00 per hour, based on experience and qualifications. Holding IPMC certification raises your starting rate within this range. If you do not yet hold UCC certifications, you can start here and move into the higher range as you earn them. Pay (with UCC certification): $32.00-$42.00 per hour for candidates who already hold one or more PA UCC certifications and take on construction-code plan review and inspections. Your exact rate depends on the categories you hold and your experience.

Schedule:

Full-time, primarily day shift with occasional afternoons, evenings, and weekends as needed. The schedule is flexible, with much of the work done by appointment.

Paid time off:

one week (five days) of paid vacation and one week (five days) of paid sick time.

What We're Looking For Prior experience in code enforcement, property-maintenance inspection, or a closely related municipal or regulatory field is required. Construction-inspection experience is a plus. Working knowledge of the International Property Maintenance Code (IPMC) and the ability to read, interpret, and apply the Borough's local ordinances. High school diploma or equivalent. Valid Pennsylvania driver's license and reliable transportation. Strong communication skills and the ability to stay professional and impartial with residents, contractors, and officials. Comfortable working independently, exercising sound judgment, and keeping accurate records.

For the higher-paid UCC track:
