Salary Range:
$25.00 - $30.00 per Hour (commensurate with experience) Position Summary The Borough of Slatington is seeking a qualified and motivated Code Enforcement Officer to proactively administer and enforce Borough ordinances, property maintenance regulations, zoning requirements, rental housing standards, and other applicable municipal codes. The successful candidate will conduct inspections, investigate complaints, issue notices of violation, and work collaboratively with residents, businesses, contractors, and Borough officials to ensure compliance with municipal regulations. Essential Duties and Responsibilities The duties listed below are representative of the work performed and are not intended to be all-inclusive. Code Enforcement Enforce Borough ordinances relating to: Property maintenance Building and housing standards Rental properties Zoning regulations Nuisance abatement Trash and debris violations Weed and vegetation control Sign regulations Conduct routine and complaint-based property inspections. Investigate alleged code violations and document findings. Issue notices of violation, correction orders, citations, and related enforcement documents. Maintain detailed inspection records and case files. Rental Inspection Program Conduct rental housing inspections in accordance with Borough ordinances. Coordinate inspections with property owners and tenants. Verify compliance with health, safety, and occupancy requirements. Maintain records of rental licenses and inspection results. Court and Legal Proceedings Prepare cases for prosecution before District Court. Attend hearings and provide testimony when necessary. Coordinate enforcement activities with the Borough Solicitor. Public Relations Respond to citizen complaints and inquiries in a professional manner. Educate residents and property owners regarding Borough regulations. Work cooperatively with elected officials, Borough staff, emergency services, and outside agencies. Administrative Responsibilities Maintain accurate records and databases. Prepare monthly reports for Borough Council and Borough Manager. Utilize municipal software and Microsoft Office applications. Assist with special projects and other duties as assigned. Minimum Qualifications High School Diploma or GED required. Associate's Degree in Public Administration, Building Inspection, Construction Management, Criminal Justice, or related field preferred. Minimum of two (2) years of experience in code enforcement, zoning administration, building inspection, construction, municipal government, or related field preferred. Valid Pennsylvania Driver's License. Ability to obtain required certifications within a reasonable period after hire. Preferred Certifications Pennsylvania Uniform Construction Code (UCC) Certifications. Property Maintenance and Housing Inspector Certifications. Pennsylvania Municipal Code Enforcement Certification. Zoning Officer Certification through the Pennsylvania State Association of Boroughs (PSAB) or equivalent. International Code Council (ICC) certifications. Knowledge, Skills, and Abilities Knowledge of municipal code enforcement practices. Knowledge of zoning regulations and property maintenance standards. Ability to interpret ordinances, regulations, and legal documents. Strong written and verbal communication skills. Ability to prepare detailed reports and maintain records. Ability to work independently and exercise sound judgment. Ability to interact professionally with the public, elected officials, and staff. Proficiency in Microsoft Office applications and municipal software systems. Physical Requirements Ability to walk on uneven terrain. Ability to climb stairs and inspect residential, commercial, and industrial properties. Ability to occasionally lift up to 25 pounds. Ability to work outdoors in varying weather conditions.
