Position/Project Overview:

Project Solutions Inc. is seeking a Commissioning Agent to to support the Milwaukee U.S. Courthouse Hardening Project, providing services that include project management, contract administration, cost estimating, scheduling, construction administration, and commissioning support. This role is contingent upon award of project. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

Responsibilities and Duties:

Develop, implement, and maintain project commissioning plans throughout the project lifecycle. Lead and coordinate commissioning activities for building enclosure systems and other commissioned systems as required. Facilitate commissioning meetings with project stakeholders, contractors, design teams, and facility personnel. Review design documents, specifications, submittals, shop drawings, and contractor submissions for compliance with commissioning requirements. Develop commissioning checklists, pre-functional checklists, and functional performance test procedures. Witness, document, and verify functional testing of building systems and components. Maintain commissioning issues logs, deficiency reports, and recommendations for corrective actions. Verify installation quality and contractor compliance with project requirements through site inspections and field observations. Review and verify systems manuals, operation and maintenance (O&M) documentation, warranties, and turnover packages. Coordinate and evaluate owner/operator training provided by contractors and verify training effectiveness. Support project closeout activities, final acceptance testing, seasonal testing, and warranty phase reviews. Prepare commissioning reports, executive summaries, testing documentation, and final commissioning reports. Assist owners in establishing current facility requirements and operational readiness plans.

Required Qaulifications:

Bachelor's degree in Engineering, Architecture, Construction Management, Building Sciences, or a related technical field. Minimum five (5) years of experience in commissioning, construction management, engineering, facility operations, or related building systems disciplines. Demonstrated commissioning experience on at least two projects of similar scope and complexity. Strong knowledge of building enclosure systems, construction practices, quality control, and facility operations. Experience reviewing construction drawings, specifications, submittals, and technical documentation. Ability to develop test procedures and evaluate system performance. Excellent written and verbal communication skills. Proficiency with Microsoft Office Suite and project management software platforms. Ability to travel to project locations as required.

Preferred Qualifications:

Certified Commissioning Professional (CCP) Building Commissioning Professional (BCxP) Certified Commissioning Authority (CxA) Professional Engineer (PE) Registered Architect (RA) Certified Energy Manager (CEM) Experience with GSA, DoD, VA, USACE, or other federal construction programs. Experience with historic preservation projects and occupied government facilities. Knowledge of

ASTM E2813, ASHRAE

commissioning guidelines, and GSA commissioning requirements.

Physical Requirements:

Ability to perform construction site inspections in various weather conditions. Ability to climb ladders, access rooftops, mechanical spaces, and active construction areas. Ability to lift up to 25 pounds and wear required personal protective equipment (PPE). Extended periods of walking, standing, and field observation. What Does PSI Offer You?
