Job Description

GENERAL SUMMARY
The Building Inspector / Plans Examiner performs residential and commercial building inspections and reviews construction plans, permit applications, and related documents to ensure compliance with the City's adopted building codes, zoning ordinances, development regulations, and applicable laws. This position conducts field inspections at various stages of construction, reviews plans and permit applications, communicates code requirements and deficiencies to applicants and contractors, and assists the public and development community throughout the permitting and inspection process. The position requires technical knowledge of construction methods and building codes, attention to detail, sound judgment, and the ability to work effectively with contractors, developers, design professionals, City staff, and the public. General supervision is provided by the Development Services Director or designee. The position performs assigned duties with limited supervision and is expected to exercise independent judgment in routine inspections and plan review activities. Work is reviewed through inspection reports, plan review comments, permitting records, and general administrative oversight.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Building Inspections:
Conduct residential, commercial, industrial, and other construction inspections at various stages of development, including foundation, framing, structural, electrical, plumbing, mechanical, energy, and final inspections, as applicable to the City's adopted codes.
Plans Examination:
Review building plans, construction documents, specifications, site plans, and permit applications for compliance with adopted building codes, zoning requirements, development regulations, and applicable City ordinances.
Permit Administration:
Process and assist with the issuance of building permits, trade permits, certificates of occupancy, and related approvals in accordance with established City procedures.
Inspection Documentation:
Prepare accurate inspection reports, plan review comments, correction notices, and related documentation; maintain complete records of inspections, permits, and construction activities using electronic permitting and records management systems.
Code Interpretation and Technical Assistance:
Explain building code requirements, construction standards, plan review comments, and permitting procedures to property owners, contractors, developers, engineers, architects, and the general public.
Field Coordination:
Coordinate inspections and construction-related matters with applicants, contractors, design professionals, engineers, and other City departments, including Planning, Engineering, Public Works, and Fire, as appropriate.
Compliance Follow-Up:
Identify construction deficiencies and code violations, conduct re-inspections, communicate required corrections, and refer unresolved compliance matters to the appropriate supervisor or enforcement authority.
Customer Service and Public Information:
Respond to inquiries, provide guidance regarding permit requirements and inspection procedures, and assist applicants in resolving routine permitting and construction-related issues.
Departmental Support:
Assist with maintaining inspection procedures, permit checklists, forms, and departmental processes; provide technical input regarding proposed code or ordinance amendments and assist with special projects as assigned.
Professional Development and Other Duties:
Maintain current knowledge of adopted building codes, construction practices, and applicable laws and regulations; attend required training and continuing education; and perform other duties as assigned. Qualifications:
MINIMUM JOB REQUIREMENTS
Education:
High school diploma or GED equivalent required. Additional coursework or education in construction technology, building science, architecture, engineering, or a related field is preferred.
Certifications and Licenses:
Certification as a building inspector, plans examiner, or related credential recognized by the City is required. ICC certifications in Residential Building Inspection, Commercial Building Inspection, Building Plans Examination, or related construction codes are preferred. A valid Texas driver's license and acceptable driving record are required. The employee must obtain and maintain certifications required by the City for assigned duties.
Experience:
A minimum of two (2) years of experience in building inspection, construction inspection, plans examination, permitting, or a related field is required. Experience conducting residential and commercial inspections or reviewing construction documents is preferred. Relevant education, certifications, or construction experience may be considered in lieu of some experience requirements.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of adopted building codes, residential and commercial construction methods, materials, inspection procedures, plan review practices, permitting procedures, and applicable zoning and development regulations. Knowledge of construction plans, specifications, architectural drawings, engineering documents, and applicable federal and state requirements governing construction. Ability to read, interpret, and evaluate construction plans and technical documents; conduct accurate and thorough inspections; identify code deficiencies and required corrections; and apply building codes and regulations consistently. Strong written and verbal communication skills with the ability to explain technical requirements clearly and professionally to contractors, developers, design professionals, City staff, and the public. Strong organizational, analytical, and problem-solving skills. Ability to work independently, prioritize multiple inspections and plan reviews, maintain accurate records, use electronic permitting and inspection systems, prepare clear reports and correspondence, and establish effective working relationships with diverse stakeholders. Ability to exercise sound judgment, recognize issues requiring supervisory review, maintain professionalism and impartiality, and work safely in active construction environments.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The position requires frequent walking, standing, bending, stooping, climbing, reaching, and navigating construction sites and uneven terrain. Work may occur outdoors and under varying weather conditions. The employee may be exposed to dust, noise, construction equipment, unfinished structures, and other construction-related hazards. Appropriate personal protective equipment must be used as required. The position requires operation of a motor vehicle, computer, mobile communication devices, inspection equipment, and other equipment necessary to perform assigned duties. Occasional work outside normal business hours may be required for inspections, meetings, or other departmental responsibilities.
