Location:
Home base in Ogden, UT. This role will require working on a project in Seattle, WA for extended periods. Travel and/or temporary relocation will be required. Job Purpose The Quality Control Manager is responsible for ensuring all construction activities comply with contract documents, approved submittals, applicable federal and state regulations, OSHA requirements, and company policies. This position has the authority to act in all Contractor Quality Control (CQC) matters, including stopping work when necessary, and provides active support to project safety programs. Main Duties and Responsibilities Perform routine site walks and inspections to identify, document, and correct deficient or non-conforming work. Enforce approved project safety plans and ensure compliance with
OSHA, EM
385-1-1, and project-specific safety requirements. Conduct, coordinate, and/or facilitate required project training for quality and safety compliance. Lead mishap investigations and complete all required reporting to HHI and applicable Government agencies. Prepare, maintain, and submit all required quality control documentation, reports, and logs in accordance with contract requirements. Research, interpret, and implement applicable federal, state, and project-specific regulations and specifications. Develop, implement, and manage the Project Quality Control Plan (QCP). Lead and document Three-Phase Control Meetings (Preparatory, Initial, and Follow-Up). Record, track, and maintain logs of all inspections, testing, and quality verification activities performed on site. Review, coordinate, and track submittals, ensuring compliance prior to Government submission. Coordinate with third-party testing laboratories, inspectors, and commissioning agents as required by the contract. Track deficiencies, issue corrective action requests, and verify completion of corrective work. Participate in preparatory meetings, pre-installation meetings, and Government coordination meetings. Assist with project closeout activities, including punch lists, as-built documentation, warranties, and O&M manuals. Key Working Relationships Must be able to work professionally and effectively with Government representatives, inspectors, and non-government personnel. The Quality Control Manager must coordinate with multiple trades and disciplines to ensure quality compliance without impeding construction progress. Clear, concise verbal and written communication with Owners, Project Managers, Superintendents, and Corporate Safety is required. Minimum Qualifications Bachelor's degree in Engineering or Construction Management Minimum ten (10) years of construction experience, with at least two (2) years serving as the Primary Quality Control Manager on federal construction projects. Demonstrated experience on federal projects (USACE, NAVFAC, VA, or similar). Successfully completed at least one project valued at $8 million or greater. Experience on projects exceeding 10,000 square feet. OSHA 30-Hour Construction Safety Training with demonstrated knowledge of
EM 385-1-1.
Working knowledge of RMS/QCS and Government electronic reporting systems. Proficient in Microsoft, Word, and Excel. Strong ability to read, interpret, and enforce plans, specifications, and approved submittals. Excellent written and verbal communication skills, including formal Government correspondence. Well-developed organizational, documentation, and time-management skills. Experience using Bluebeam and Procore (or similar construction management platforms). Must meet Government security clearance requirements. Must pass pre-employment drug screening. Valid driver's license with acceptable driving record; insurable under company policy. Ability to lift up to 50 pounds and perform field inspections in active construction environments. Dependable, ethical, and professional with strong interpersonal skills.
Preferred / Additional
Qualifications Experience serving as Primary CQC Manager on multiple USACE projects. Familiarity with the Unified Facilities Guide Specifications (UFGS) Working knowledge of construction scheduling; Primavera P6 or OPC experience preferred. LEED training or sustainability experience on federal projects. Experience coordinating commissioning activities and systems testing. Experience with design-bid-build and design-build federal projects. Ability to mentor and supervise junior QC staff and inspectors. Experience supporting claims avoidance through proper documentation and reporting.
