This role is responsible for monitoring construction personnel, materials, tools, equipment, and site activity to help protect classified information, prevent unauthorized access, and support compliance with applicable government security requirements. The CST works closely with security officers, project managers, construction personnel, and security management to observe activity, document findings, escalate concerns, and maintain the integrity of the secure construction environment. This part-time position requires an active Top Secret clearance and relevant construction surveillance, security, or related site monitoring experience. Key Responsibilities Monitor construction and renovation activities to help ensure classified information, controlled spaces, and sensitive government operations remain protected. Enforce site access control procedures and help ensure only properly authorized personnel are present in controlled construction areas. Inspect materials, tools, equipment, and deliveries entering construction areas for compliance with site security requirements. Observe construction personnel, site activity, and work conditions for suspicious activity, security concerns, or deviations from approved plans and procedures. Document observations, incidents, irregularities, and potential security issues in clear, accurate reports and logs. Report suspicious activity, security breaches, policy violations, or construction-security concerns through the appropriate security management chain. Coordinate professionally with security officers, project managers, construction personnel, and other stakeholders to support secure site operations. Required Qualifications Active Top Secret security clearance required. U.S. citizenship required. Ability to provide a valid U.S. Passport Book or Passport Card. Minimum of 2 years of experience in construction surveillance, security, construction security, physical security, government security, military security, or a related field. Familiarity with government security regulations and secure construction guidance, including ICD 705, TEMPEST, or related requirements. Ability to monitor construction activity, personnel, materials, tools, and equipment for extended periods. Strong observational skills, attention to detail, and sound judgment in sensitive or controlled environments. Effective verbal and written communication skills, including the ability to document observations and report concerns clearly. Ability to follow established security procedures, escalate concerns appropriately, and maintain professionalism in a secure construction environment. Preferred Qualifications Experience supporting government, military, Intelligence Community, or cleared construction projects. Experience working in or around SCIF, SAPF, or other secure facility construction environments. CST certification or other relevant security, surveillance, construction security, or physical security training. Familiarity with construction drawings, approved construction plans, secure construction documentation, or inspection processes. Experience using inspection, access control, CCTV, alarm, metal detection, x-ray, or other surveillance-related equipment. Knowledge of Technical Surveillance Countermeasures (TSCM) principles or secure construction best practices.

Work Environment and Physical Requirements This position is performed on-site in Arlington, VA, in a secure construction or renovation environment. Part-time work schedules, shifts, and weekly hours may vary based on project activity, security requirements, customer direction, and site coverage needs. Must be able to stand, walk, observe, and monitor construction activity for extended periods. Must be able to work in varying weather conditions and active construction site environments. May be exposed to noise, dust, uneven surfaces, construction equipment, and other conditions associated with active construction sites. Must comply with all site safety, security, access control, and personal protective equipment requirements. Must be free of color blindness. Compensation Overview This part-time position is anticipated to pay $45.00 per hour. Final compensation may depend on contract requirements, candidate qualifications, experience, work location, schedule, and applicable law. Per diem, lodging, and travel reimbursement may be available if permitted by contract terms and assignment requirements. Eligible part-time employees may be eligible to participate in company-sponsored benefits in accordance with plan terms, enrollment requirements, position classification, scheduled hours, length of service, and applicable law.
